The control system

Romania uses a centralised control system. The control tasks are carried out by the Controllers, permanently employed staff contracted by the Directorate for Control, a specialized and functionally independent division who also performed the verification for the programme Interreg Europe 2014-2020.

The costs

Control costs will not be charged to project partners.

On-the-spot checks

At least one "on-the-spot check" will be carried out during the project lifetime in projects where partners report equipment and/ or infrastructure & works costs related to a pilot action.

For projects not reporting pilot equipment/infrastructure costs, the necessity of the on-site visit will be established based on a risk analysis.

 

2014-2020

This section provides information on the system set up for first level control in Romania for the 2014-2020 programming period. The costs associated with this control are indicated so that they can be planned for in project budgets.

The system

Romania uses a centralised first level control system.

Romanian project partner's expenditures will therefore need to be checked and confirmed by the approbation body.

Project partners are requested to submit their progress report to the first level control body for verification and confirmation within 15 days after the end of each reporting period. If a request for clarification(s) is made, the project partners will be granted 5 days to reply.

The costs

The above-mentioned body will perform the first level control free of charge to Romanian project partners.

On-the-spot checks

The first level control body will organise on-the-spot-checks for each project partner at least once during the project lifetime.
