About this good practice
Lourdes District Energy Rehabilitation (Lourdes Renove) project was part of the European ECO-CITY Project (CONCERTO Programme), along with two other participating cities: Helsingborgs + HelsingØr (Sweden and Denmark) and Trondheim (Norway).
This initiative from the European Union aimed to support Local Communities for the reduction of CO2 emissions, through the improvement of Energy Efficiency and the use of Renewable Energy Sources.
Lourdes Renove project was conceived as the first phase of an Integral Energy Rehabilitation of the Lourdes District in Tudela city, which is a social housing neighbourhood built between 1954 and 1972, with very basic construction systems and frequent self-construction processes.
The project aimed at the energy rehabilitation of 144 dwellings, over a 2-year period, reaching 50% of energy savings, and the renovation of the existing district heating system, with the installation of a new Biomass Thermal Grid.
In December 2009, the City Council of Tudela signed an agreement with NASUVINSA to manage the project. In March 2010, NASUVINSA opened the Lourdes Renove Office, as a meeting point between technicians and residents, so that they could share knowledge and define the best strategy of action.
Throughout 2010, the City Council of Tudela convened four calls for proposals and the winning projects were executed throughout 2011, with no costs for the residents.

Resources needed
The total costs amounted 5.7 M€ and the assigned funds accounted for 3.4 M€.

Evidence of success
By the end of the project, 10 buildings (146 dwellings) were renovated, 80 dwellings got accessibility improvements, and the district heating was equipped with a New Biomass Thermal Grid, serving 486 houses.
In total, 588 houses were positively affected by the Lourdes Renove project.
In terms of energy consumption, 649.70 MWh were saved per year.

Potential for learning or transfer
LOURDES RENOVE represents an exemplar and replicable project of a social district rehabilitation, and demonstrates the commitment of Tudela city towards a sustainable urban development.
In addition to the neighbourhood rehabilitation and the district heating modernization, with the objective of reducing energy consumption, the objective was also to prevent the deterioration of the neighbourhood and promote social cohesion. The efficient project management model and its public participation process were highly relevant for its successful implementation, and have been recognized with several awards, for instance, the prize for "The best performance in terms of savings and energy efficiency" of the IV National Energy Awards, granted by the Association of National Energy Agencies.
