This body will approve the controller proposed by the project partner after checking that the controller is sufficiently independent from project activities and finances and qualified to carry out the control of an Interreg Europe project. Further guidance on the first level control system in Finland and the application form for the appointment of the first level controller can be found on the following internet address (in English, Finnish and Swedish): www.rakennerahastot.fi/web/eay/ensimmaisen-tason-valvonta-flc.
The costs resulting from the control can be reported as eligible costs in compliance with the relevant EU regulations and programme rules.
The first level controllers will carry out on-the-spot-checks at least once during the project lifetime.
