Participatory approach in wind farm permitting process

About this good practice
Since the beginning of the first wind farm project in the city of Kauhajoki in South Ostrobothnia, Finland in 2012, a participatory approach has been employed throughout the wind farm permitting process. The participatory approach exceeds the measures that are required by law in wind energy permitting processes. This practice takes into consideration an open process with extensive hearings and participation.
An appointed coordinator from the municipality is working in collaboration with the wind company, municipal institutions and local residents and overlooking the whole process. Different interest groups’ concerns, questions and wishes are met with respectful manner avoiding underrating.
There is a clear and defined communication strategy and adherence to it that emphasizes open, honest, and empathetic engagement with citizens at every phase of the process. Communication about the projects and their impacts is made in an understandable and honest manner – no exaggerating, neither underrating.
The implementation takes proactively into account concerns, preferences, and up-to-date information, including flexibility to modify plans as needed.
Resources needed
The resources needed is at least one person working in the municipality and devoting at least part-time engagement especially to the wind farm permitting process and its implementation and communication.
Evidence of success
The wind farm permitting processes in Kauhajoki have had a higher success rate and less public rejection compared to most of wind farm permitting processes in Finnish municipalities. Some of the wind farm projects in Kauhajoki have been approved with no necessity for voting in the decision-making boards and with no appeals afterwards.
Potential for learning or transfer
The potential for learning is to take into consideration the amount of work that is required for the wind farm permitting processes to be implemented in a manner which takes into account the importance of community and stakeholder engagement. Early involvement of local residents and key stakeholders in the planning process enhances transparency and fosters broader acceptance of wind energy initiatives.
