In Research and Innovation Strategies for Smart Specialisation (RIS3), governance is an essential component that enables or hinders the effective design, implementation, monitoring, and evaluation of place-based innovation policies. In the next programming period 2021-2027, RIS3 governance, which is increasingly associated with quadruple helix, co-creation, and vision sharing, offers many opportunities for regional authorities to adopt more inclusive governance arrangements.
