About this good practice
The Centre for the Development of Industrial Technology (CDTI) designed a comprehensive guide directed to both public procurers & innovation companies on the steps to follow and considerations when planning a procurement of innovative technology, when preparing a pre commercial procurement and when receiving an unsolicited proposal for innovation.
This good practice aims to foster the role of public authorities as demanders of innovation through public procurement by clearly describing the procurement process to follow by the public procurers and the process to apply for financial aid by the innovation companies interested in the tender.
The guide includes recommendations concerning confidentiality, definition of R&D, budgetary limitations, intellectual property rights, financial & technical viability of the competitors, best value evaluation criteria...
Overall, the procurement process should:
1.- Identify and plan the procurement needs.
2.- Consult the market before starting the bidding process.
3.- Involve all interested parties in the course of the procedure.
4.- Let the market propose creative and innovative solutions.
5.- Find the best value for money, not the lowest price.
6.- Take advantage of the electronic media.
7.- Decide the management and distribution of risks.
8.- Include contractual clauses that promote innovation.
9.- Develop and apply a contract monitoring and evaluation plan.
10.- Learn from experience for the future.

Resources needed
The CDTI is in charge of evaluating proposals from companies that decide to bid in tenders involving innovation and R&D on a case by case basis.
If the CDTI deems that, following an internal 5 step process, the companies are eligible for financial aid, individual agreements will be signed.

Evidence of success
Only in 2018, the CDTI committed, with Spanish companies, partially reimbursable aid and grants amounting to 750 million euros. This money served to support the development of 1,780 R&D&I operations.
Each month, the CDTI approves a variable number of projects. The approval implies a financial commitment that becomes effective with a contract that regulates the terms of the aid. Success is evident as statistics show that 95% of the approved projects are actually carried out.
