The European Committee of the Regions will organise a workshop on 14 December to explore the regional and territorial dimension of the European Semester. The workshop will look at how the European Semester is implemented in the EU Member States from the perspective of local and regional authorities, and how a stonger involvement of local and regional authorities could help to implement structural reforms.
The agenda will feature a debate on the possible role of financial incentives, conditionality and capacity building measures, to enhance the implementation of structural reforms. A key question to tackle will be what can be done to ensure a better implementation of structural reforms by local and regional authorities and if and how financial incentives, conditionalities and through capacity building measures can encourage better implementation of structural reforms.
