About this good practice
During economic crisis that has hit the metropolitan territory since 2008 there has been a significant decrease in the number of people employed and a sharp increase in youth unemployment. The Covenant represent a public private partnership to put in place actions aimed at increasing the number of enterprises and employment.
The Covenant was signed on the 29th April 2015 by the Metropolitan City of Bologna, the Chamber of commerce, industry, agriculture and craft, business associations and trade unions.
The Covenant tries to answer to the impacts of the economic and cohesion crisis occurred in the previous years in Italy, as well as in the metropolitan area of Bologna. It represents a new governance tool, applying the 4-helix model. The signatories agreed to co-design actions and resources programming.
The most important objectives of the Covenant are:
• Preserving of existing labour and industrial capacities
• Private sector growth, in particular in manufacturing
• Qualification / Re-qualification of Human Capital.
• Enhancement of the attractiveness of the territory, the industrial areas and the city.
The main measures included in the Covenant deal with:
• supporting innovative sectors of the economy
• enhancing technical culture and young talents
• promoting investments in the green and circular economy
• upgrading the network of public services that tackle unemployment and promote social inclusion.

Evidence of success
In may 2017 Insieme per il lavoro (Together for Labor) was launched. It a 4-years integrated project funded with 14M Euros by the Municipality of Bologna, the Metropolitan City and the Archbishop, to empower vulnerable unemployed people (focus on youngs and 50+), providing training, job placement and accompanying self-entrepreneurship. Some first results: 100+ organizations involved, 1.700+ people candidates, 140+ training packages, 120 job placements, 8 social projects, 400+ working paths.
Potential for learning or transfer
This practice is potentially interesting for regions and local institutions that are seeking new governance model, co-designing approach, involving actors from the 4-helix model, in the implementation of the S3 at local level.
Few months after its signing, a similar framework agreement has been signed also at Regional level (Emilia-Romagna, IT).
