About this good practice
LIAA incubators provide a working environment, consultations, events and training on general business issues, as well as grants necessary for developing a business. For persons having a business idea and for merchants at the development stage of the idea pre-incubation is provided. Available free of charge with 100% co-financing by LIAA up to 6 months. Options offered – development of the initial assessment of the idea, acquisition of business skills, open office, equipment, consultations, training.
Incubation is provided for merchants with a defined business idea and companies not older than 3 years. Available up to 4 years. Clients may apply for services 50% co-funded by LIAA. Available are financial, IT, legal, marketing services, expert, technological consultations, prototyping, testing and other specific services, implementation and certification of quality management, rants up to 10000 € for services and equipment.
Clients may apply for a grant 50% co-funded by LIAA:
- *Up to 10000 € for specific services (prototyping, testing, consultations etc.).
- *Up to 5000 € for equipment (machinery, materials, raw materials).
*available from the company`s 2nd year of the operation with the condition that the incubation goals are achieved.
Ineligible industries – fishing, aquaculture, primary production, processing and trade of agricultural products, wholesale and retail trade, financial intermediation, real estate activities, rental, leasing, gambling, betting activities.

Resources needed
30,8 Mil. EUR (ERDF 26 198 233 EUR and state funding 4 623 217 EUR).
Evidence of success
Since 2016 there are in total 365 incubation and 731 pre-incubation clients. Half of them represent product development, half - service sector. 39 companies represent RIS3 domains. Part of these companies has also applied for support from science and technology organizations.
LIAA offers also Innovation Voucher program, which can be also utilized by incubation clients. Vouchers are directly linked to SME`s and research and technology organization`s cooperation initiatives.

Potential for learning or transfer
LIAA Business incubators are quite unique support instrument since this is state-built support tool that covers a whole territory of Latvia and offers many services for industries eligible in this program.
