About this good practice
Necessity to take related actions with a deep thermo-modernization of the building of Primary School No. 9 located at 5 Mrozowskiego Street in Starachowice resulted, among others, from the poor technical condition of the building, lack of proper insulation, poor condition of the window and door joinery, and the need to modernize the central heating installation. Due to the large net area of the building, which is 3286 square meters and the heated volume constituting 10,899 cubic meters, in the case of the school described, large thermal energy losses were recorded, especially in winter, when the temperatures were negative. In the case of the school, insulation of 450.2 square meters of the ceiling above the basement is planned, insulation of 2034.2 square meters of ceiling under unheated attic, replacement of window and door carpentry, totaling 645 square meters, replacement of central heating installation, installation of one heat pump, and assembly of 97 central heating points. As part of the thermo-modernization, the installation of 128 photovoltaic panels and the use of 720 LED lighting fixtures were also planned. The implementation of works will positively affect the reduction of pollutant emissions to the environment, and will also contribute to the increase in the use of renewed energy sources. The implementation of the investment will allow to reduce the cost of maintaining the facility, inter alia by reducing the energy demand.
Resources needed
The total cost of the task is about 1 265 117 EUR. Eligible costs account for 90.99%, about 1 151 163 EUR, ineligible costs are 9.01% or about 113 953 EUR. Starachowice commune is seeking co-financing from the ROP(the project is during realization, currently the application form is under validation)
Evidence of success
The material evidence of the task will be carrying out renovation and constructruction works. The ecological effect that will confirm the realization of the implemented practice will be the reduction of annual consumption of energy needed to heat the building by about 69%, reduction of costs of hot water preparation, increase in the use of RES by 3.94%, annual savings associated with the reduction of energy costs will amount to about 26 793 EUR on a yearly basis.
Potential for learning or transfer
Thermo-modernization of public buildings in Starachowice - stage III concerns mainly educational institutions. The scope of work is considerable, therefore it is not possible to perform all renovations in a period free of study. In connection with the above, it is necessary to perform the task during the school year. According to the information provided by the Directorate of the facility, it is possible to write a schedule of works so that the thermo-modernization process does not affect the didactic work of the school. Students work in a normal mode, construction and modernization works do not cause disruptions in learning. After the end of the school year, renovation works will start on a larger scale, so that before the start of the new school year the investment is fully implemented. This is a good example - the selection of the nature of the works to the season and the analysis of the tasks of a given facility in terms of performed services allows for efficient implementation.
