
Door to door household collection service

About this good practice
If objects are dismantled and lowered into the street, many of them will suffer irreparable damage. If they remain on the street for a while, at the mercy of weather and vandalism, it will be difficult to reuse them later. Therefore, to achieve high percentages of repair and reuse of objects, among them WEEE, it is essential to establish a collection service that treats the waste with care from its origin. In the Commonwealth of Pamplona Region, collection is done door-to-door through a social reserved tender that Traperos de Emaús won.
This collection is carried out with strictest care. Citizens request the service in advance and within a maximum period of 48 hours (72 hours if it coincides with a weekend or holiday), the collection services go home, enter and collect the object wherever it is (kitchen, dining room, bedroom, etc.). They lower and put it carefully into the collection vehicle (truck with a closed box). After, the objects are subsequently taken to the Traperos de Emaús’ preparation center for reuse and recycling, in the town of Berriozar, where they are unloaded and manually classified. This service not only guarantees a greater and quality collection, but also allows maintaining a close relationship with citizens.
This service is complemented in the Commonwealth of Pamplona with the delivery at fixed and mobile clean points, where the objects are also carefully deposited in cages that, once filled, are transported to the preparation center mentioned before.
Resources needed
The annual tender budget is 3.600.000€ (taking into account all items, not only WEEE). The current tender is for 10 years (7 fixed+3 possible one-year extensions). Service is carried with about 12 teams, each with 1 driver + 2 labourers and a vehicle of up to 10 tons, with a closed box of 18-25 m3.
Evidence of success
In 2023, in the Commonwealth of Pamplona Region, almost 565 tons of WEEE were collected through household collection.
In general, it is the main channel for the collection of objects in this Commonwealth (3,951 tons), far exceeding collection at clean points (1,169 tons). However, collection data are more similar for WEEE:
- Door-to-door WEEE collection: 565 tons.
- WEEE collection at clean points: 532 tons.
In total, 35,000 household collections of all type of objects were carried out in 2023.
Potential for learning or transfer
The household collection service is extended throughout a large part of the Navarra region. In addition to the Commonwealth of the Pamplona Region, Traperos de Emaús carries out home collection of objects and materials (including WEEE) in agreement with other commonwealths such as Alto Araxes, Arga Valdizarbe, Bidausi, Sangüesa Region, Esca-Salazar and Montejurra. Therefore, this good practice can be fully replicated to other regions.
Since 2015, this public tender is reserved to non-profit Special Employment Centers or Special Employment Centers of Social Initiative, Insertion Companies or to non-profit entities, 100% promoters of Insertion Companies, which had been previously qualified as Socio-labor Insertion Centers. Therefore, this good practice not only tackle the environmental impact but also the social aspect.
