About this good practice
Clust-ER CREATE is an association of public and private bodies, companies, research centres, training institutions, innovation organizations, that share an open innovation approach in order to strengthen the regional production ecosystem.
The Emilia-Romagna Region has found in the Clust-ERs the subjects capable of multiplying innovation opportunities through a collaborative approach, as they focus their activity in R&D strategic sectors. Together with the Technopoles and the High Technology Network laboratories, they are one of the key players in the regional innovation ecosystem coordinated by ASTER, the regional consortium for innovation and technology transfer.
Clust-ER uses to build its activities on the integration among technology, creativity and culture. The main purpose is to create synergies with networks and other aggregations at national and European scale and to identify strategic actions in research, education and internationalization sectors. 5 value chains have been identified, with specific strategic objectives: FASHION; CULT_TECH-Technologies for Digital Culture; ADDICT-Advanced Design & Digital Craftsmanship; MULTIMODEL-Multimedia & New Business Model; TOURISM and URBAN REACTIVATION.
Clust-ER operates through working groups and promotes: collaborative research and sharing of infrastructures between companies and research entities; development of demonstrators and pilot plants; high level technical training; actions aimed at the internationalization

Clust-ER CREATE is an association of public and private bodies—companies, research centres and training institutions—that share skills, ideas and resources to support the competitiveness of the cultural and creative sector, namely advanced design and digital craft technologies, cultural heritage, fashion, tourism and urban reactivation, and multimedia. ART-ER, the Emilia-Romagna consortium for innovation and technology transfer, pilots the programme. It operates through working groups to promote collaborative research and sharing of infrastructures, prototyping, technical training, and actions for internationalisation.

Resources needed
Emilia-Romagna Region supports Clust-ER CREATE activities for the period 2017-2020, allocating an amount of € 300,000.00 (ERDF ROP 2014-2020).
The association establishes a registration fee of € 1,000 and a membership fee of € 500 (halved for small firms).

Evidence of success
In the Clust-ER associations work together public and private actors, higher education institutions, companies, research laboratories, technological centers, sharing tools, co-designing solutions and business models, strengthening the supply chain, developing projects at national and international scale. This can be considered an evidence of success: a model of governance where different actors collaborate with the Regional Government in the process of building a public policy
Potential for learning or transfer
This practice uses the human, instrumental, financial resources of the territory, putting them into a system. Furthermore, Clust-ER gathers the representatives of the supply chain, so it is possible to know the links of the "value chain" and to identify the weaknesses. Each Clust-ER subgroup has adopted a methodology (they meet physically) in which everyone sees himself set in a system. All has worked on the strengths and weaknesses of the supply chain, on the risks, on strategic objectives, on technological relevance, on social impacts, international dimension, policy proposals, training needs. Be a Cluster member means to enter a network, be informed about regional and European calls, co-design, take part in pilot projects, in technological or internationalization projects
