About this good practice
First experience using the tool Innovation Procurement, an instrument of innovation policy whose goal is to boost innovation and internationalisation through the establishment and reinforcement of technological demand, was the implementation of the plans INNOVASAUDE and Hospital 2050 with 90 M€ to foster innovative and new solutions. These two innovation Plans were focused on an efficient future hospital in the management of its resources, safe for patients, professionals and citizen, adapted to new technologies and improving disease prevention actions and healthy lifestyles and adopting a model used-centred, giving autonomy and empowerment. All mentioned above, taking into account the special characteristic of Galicia in relation to its big percentage of elderly people, people over 65 represent 23%.
The successful experience gained within the implementation of the aforementioned plans has allow ACIS to coordinate the largest PCP project of the H2020, EMPATTICS, with 5 M€ and 7 partners involved. EMPATTICS was launched in February, 2016 with the main objective of supporting patients to become active self-managers and to tackle the need of patent´s adherence.
The new innovation plan CODIGO100 for the 2016-2020 period, is funded with 13 M€. It involves 3 lines of action:
- Promotion of personalized therapies, devices, services and protocols.
- Promotion of patent empowerment technologies.
- Promotion of training, communication and technologies to empower Health profess

Evidence of success
Only data for H2050 and Innovasaude are available. In terms of PPI the figures are as follows: 109 companies and research centres participated with more than 300 proposals, 27 companies benefited, 33 tenders launched via PPI and 1 via PCP, 27,4 M€ funds mobilised and 23 sub-projects were developed: https://www.sergas.es/Hospital-2050---Innova-Saude/Subproxectos?idioma=es
In EMPATTICS 21 companies submitted their proposals and in Codigo100, 12 tender documents were published.

Potential for learning or transfer
The experience gained within the development of the aforementioned plans has been transferred both at a national and an international level in different workshops and meetings of the mentioned projects. Innovation Procurement allows public procurers drive innovation from the demand side which enables it to modernize public services faster and to provide a large enough demand to incentivise industry to invest more in Research and Development to bring innovative solutions to the market with the quality and price needed for mass-market deployment.
The experience and knowledge developed in Galician Public Health System has been transferred to a national PPI programme, led by the Spanish Ministry of Economy and Competitiveness, MINECO, directed towards the 17 Spanish Autonomous Regions.
In addition, the protocol developed in PCP is being tailored to a European level thanks to the EMPATTICS project, led by ACIS on behalf the consortium of the project (Central Denmark and Aragon).
