This is the good practice's implementation level. It can be national, regional or local.
About this good practice
In preparing the 2021-2027 next Smart specialization strategy of the Valencia region, the organisation in charge wanted to adapt it to new realities. In the previous S3, sports was not included though its cross-sectoral impact in people’s quality of life, health promotion and smart tourism was acknowledged. Thus, there was interest in exploring opportunities coming from the cross sectoral impact of sports.
To this end IVACE, as secretary of S3, launched an innovation lab consisting of a group of representative from the 4 helix (academia, companies, governments (regional, local) and sportspeople) of the regional sports innovation ecosystem including stakeholders from tourism and health promotion. The lab consisted in applying people-led innovation techniques to identify challenges and opportunities, which were then developed in different innovation projects showing the transversal potential of sports. The work consisted of a combination of physical and on-line sessions, in which an expert acted as moderator following the Entrepreneurial Discovery Process (EDP).
After a first meeting, the work was divided into two groups: one analyzing the sports recipe (physical activity prescription from primary health care centers) initiative and the other about innovation opportunities water sports and leisure offer for tourism. These projects are expected to inspire the new RIS3CV. This would allow increasing the regional support of innovation in sports from a cross sectoral approach

Resources needed
The lab required:
.- A group of representatives of the regional sports ecosystem.
.- Physical and virtual (participation portal of the regional government) spaces for meetings.
.- leadership from the RIS3CV secretary- Two persons from IVACE. One of them was an expert in EDP methodology.

Evidence of success
The lab was a success considering the wide participation of stakeholders (> 50) and that three challenges and 6 projects were identified:
.- sports recipe: primary care centers to prescribe physical activity (PA) to sedentary people. PA is done at local sports services. Innovation opportunities were identified for ICT, big data, AI, wearables,..
.- smart beaches to increase sports and PA practice combined with more traditional activities.
.- Water parks based in emotional design

Potential for learning or transfer
The main challenge that is described above is: how to manage the interests of different departments of regional and local authorities related to sports.
This situation is quite common in different regions of Europe. They could benefit from the lessons learnt in our case to overcome this. Actually, the GP has been shared and discussed at different occasions in the context of ClusSport, the thematic area of sports in the industrial modernization platform of S3.
Regions face the cross sectoral and transversal nature of sports in different ways. This opens opportunities for learning. In particular, cross sectoral clusters in Noord Brabant and Valencia, and the Artic Network in Lapland could engage in collaboration activities for sharing experiences.
