Development of the DK2020 Climate Action Plan of Guldborgsund Municipality

About this good practice
The process of developing the plan involved many local stakeholders who wanted to have a say. This has resulted in an increased focus on the agenda within the Municipality in many different areas, such as the public construction. Here the following actions have been implemented:
- Setting ambitious goals for CO2-limit value in some of the new building projects focusing on reusing local materials.
- Idea generation and focus on exchange of knowledge about use of more sustainable building materials
- Building a public house purely from Industrial Hemp material.
- Revision of existing common guidelines for tender of construction and construction work with neighbour Municipality
- A new public sustainable buying strategy, focusing on lowering the CO2 emissions and thus on buying reusable materials instead of new.
There has also been established new construction principles, providing a common direction for all future construction projects:
- When renovating or building new outdoor areas, biodiversity and climate considerations must be considered from the start of the project
- Guldborgsund Municipality is a DK2020 Municipality, and all projects must therefore be assessed in their project development in relation to how they can contribute to CO2 reduction.
The Climate Actions Plans have also resulted in strong alliances between alle Danish municipalities that today meet every month.
Resources needed
One full-time project manager, one project assistant and consultants helping with the CO2 mapping, CO2 Reduction Road Map and facilitation of workshops. In total, summing up the consumption of working hours for about EUR 200.000 directly dedicated to developing the Climate Action Plan.
Evidence of success
During the idea generation phase of the Climate plan, 150 local institutions, companies, citizens where involved.
The DK2020 Climate Plan entails climate goals and an appendix with many actions that have to be implemented.
50 out of about 80 prioritized climate actions within the energy, transport and agricultural sector are being implemented or have been implemented, since the political approval of the Climate Plan in June 2023.
Many new actions are emerging and being implemented as well.
Potential for learning or transfer
Specific to this plan, is that it developed in close collaboration with many local stakeholders. Especially important was the process of involving the politicians. Three large local climate meetings focusing on idea generation within the topics of Transportation, Agriculture and Energy were arranged. Politicians were the hosts and participating during these meetings and could thus see the amount of people participating and finding the Climate Agenda important. The politicians were the steering committee of the development of the climate action plan and was thus made in close collaboration together with them. Several theme meetings were arranged exclusively for the politicians, giving them the opportunity to ask questions and get further information in this very technical and complex agenda, which is that of the Climate agenda. External consultants were facilitating most of the political involvement process, planned together with the project manager.
