The funding for “Kafe Kados” included:
• 34.937 brown biowaste bins with 240l of capacity
• 1.003 brown biowaste bins with 660l of capacity
• 37 garbage trucks with 5 m3 of capacity
• 11 garbage trucks with 14 m3 of capacity
• 37 tree branch shredders
• Special plans for developing separate biowaste collection networks at the municipal level
• 10-month period for monitoring the network
• Technical support during the operation of municipal separate biowaste collection
• Public awareness campaigns
Regional Association of Solid Waste Management Agencies of Central Macedonia (FoDSA CM) assigned the creation of a Roadmap for the development of separate biowaste collection networks for each municipality, the technical support for the adaptation of the municipalities, the operation of the new system of separate biowaste collection, and the monitoring of the operation of the separate biowaste collection system of RCM.
FODSA also organized and conducted training workshops to support municipalities to adapt and operate the biowaste separate collection system. Furthermore, proceeded to the design and operation of an Integrated Monitoring Information System in SWM (IMIS-SWM). All municipalities of CM can have real time information about the produced waste quantities and their management, categorized by the European Waste Classification (EWC). Therefore, the IMIS reinforces the decision-making process and provides all the data to determine the pricing policy of FODSA and its members.
Resources needed
Operational Programme “Transport Infrastructure, Environment and Sustainable Development 2014 - 2020”, thematic priority “Environment Protection & Resource Efficiency”, co-funded by Cohesion Fund (CF) and Regional Development Fund (ERDF) funded FODSA a total budget of 13.271.422,68 €.
Evidence of success
The development and monitoring of an integrated system of separate biowaste stream at the municipalities of Central Macedonia through a single funding proposal ensured the fulfilment of the institutional obligation of the Law 4819/2021 (art.50) for the simultaneous initiation of the separate biowaste collection by 01/01/2023 in the entire Central Macedonia Region.
Potential for learning or transfer
• The whole procedure requires in advance the formation of a working group with representatives from all departments involved.
• The single funding proposal ensured the simultaneous beginning of the procedure in the entire region.
• The creation of a common Awareness Campaign material for almost 2 million inhabitants created a single identity.
• The single funding procedure saved working hours and procedures as the whole process was implemented by one beneficiary.
• This process has formed a tool that could be adapted for respective funding procedures of the Municipalities and contributes to the implementation of the new institutional framework.
• A regular exchange of information on the regional or national level, is necessary along with the set-up of a bench-marking process concerning the improvement of the collection’s efficiency.
• The total return of investing decreases around 55.5% the pricing policy, with an extra discount depending on the performance of each municipality.
