
Closing urban loops by increasing reuse of construction and demolition waste

About this good practice
EU is vulnerable in the field of resources. Its net share in the annual world production of raw materials is less than 5%. EU is thriving to achieve recycling targets and transition to a circular economy.
GP directly addresses construction and demolition waste in the urban environment. It comprises the revitalization of 900 m2 of brownfield land, the production of products based on secondary raw materials and the construction of a centre for the preparation for reuse of certain construction and demolition waste. The bank of materials was established, using green concrete blocks for separation of materials from the collected construction waste materials.
Based on the Decree on the method of performing the local economic public service of regular maintenance of public roads and other traffic areas in the City Municipality of Maribor, Nigrad is the only company to which the constructors can bring waste removed from the construction site of public construction projects. At the same time, Nigrad gives consent for the permit for demolition and construction, so they know what materials are present at the demolition/construction site.
GP also contributes to the implementation of the Strategy for the Transition of the City of Maribor to the Circular Economy 2024–2030 (strategic priority “System of circular management of construction and demolition waste and production of secondary raw materials for construction”).
Resources needed
GP budget of the public company Nigrad is 480.00 EUR (200.000 EUR for HR, 80.000 EUR for permits and certificates, 200.000 EUR for revitalization works), as a part of the LIFE IP Restart (LIFE20 IPE/SI/000021), pilot action C9 – Urban loops.
Evidence of success
Degraded area was revitalized into a centre for reuse of construction and demolition waste. The site was built from recycled mixed construction waste (0–24mm fraction), earthworks and gravel material (0-125mm fraction) and iron slag mixed with sand. Production of products from secondary raw materials was conducted, processing asphalt, concrete and soil, and their reuse in construction of roads, parking areas, buffers, road banks, etc., proving the implementation of local decree on public roads.
Potential for learning or transfer
GP demonstrates the importance of close connectedness of legislative and strategic framework on one hand and internationally comparable operating solution by correctly and efficiently addressing construction and demolition waste in urban environment on the other. GP represents complementary technical, environmental and social solutions, that contribute to a more sustainable use of natural resources and the transition to a circular economy. Presenting the revitalisation and transformation of degraded area into the production site producing secondary raw material from construction and demolition waste, GP clearly represents its learning and transfer potential.
