Call for peers - establishment of a center for retraining and specialised training

In the context of an upcoming interregional peer review for the Verkhnodniprovsk City Council (Ukraine), we are looking for experts in vocational education, retraining and upskilling, technical equipment planning, and public-private cooperation. Due to current travel restrictions, the peer review will likely take place online. Alternatively, it may be hosted by an organisation outside of Ukraine. Final arrangements will be made in consultation with selected peers. 

Our peer review will support the Verkhnodniprovsk City Council, located in the Dnipropetrovsk region of Ukraine. The community of 37,000 inhabitants is home to more than 150 small and 12 medium-sized enterprises in sectors such as mechanical engineering, metalworking, refrigeration, agriculture, and trade. Despite this industrial base, local businesses face a pressing challenge: a shortage of skilled workers.

There is currently no vocational education institution in the community to train the next generation of welders, CNC operators, refrigeration engineers, or machine workers. Educational institutions in the area also lack the scientific equipment necessary to provide students with high-quality technical training. This skills gap has forced companies to hire unqualified staff, resulting in increased costs and reduced competitiveness.

To address this, the community plans to establish a centre for retraining and specialised training. This initiative aims to provide tailored vocational training for both young people and adult learners, strengthen local economic development, and ensure that enterprises can count on a skilled workforce for the future.

 

The city seeks advice from peers with experience in:
  • Institutional models and cross-sectoral partnerships
  • Educational content and functioning
  • Material and technical support
  • Financial sustainability and scalability

What to expect

Selected peers will participate in a 1.5-day peer review meeting, either online or in person, to co-develop practical solutions to the challenges presented. If travel is involved, Interreg Europe covers associated costs.

In total, peers should plan for up to 3 working days:

  • 1 day for preparation and follow-up

  • 2 full days for peer review meetings and stakeholder discussions

Our team will brief and support you throughout the process.
