 On 19 June 2025, the Policy Learning Platform is organising a capacity-building event in Chisinau, in collaboration with the Moldovan Ministry of Energy, dedicated to energy efficiency and renewable energy sources in buildings.

What it will be about

Moldova has been part of the Energy Community Treaty since 2010 and is committed to reforming its energy system, liberalising markets, and increasing sustainability. While Moldova has made good progress in transposing EU energy law, implementation on the ground remains a challenge.

The Ministry of Energy of Moldova has identified the decarbonisation of its building stock as one of its top priorities. Much of Moldova’s residential building stock is ageing, poorly insulated, and dependent on fossil fuels for heating.

To accelerate its energy transition, the Ministry is seeking inspiration from other European countries that have successfully improved the energy performance of their buildings, particularly in areas such as heating system upgrades, insulation improvements, renewable energy integration, and battery storage in the residential sector.

What you can expect

The event is built around two main thematic blocks: technical solutions for building renovation, and scaling and accelerating energy efficiency.

This event will showcase practical approaches from countries with similar building contexts, covering everything from heating system upgrades and better insulation to simplifying renovation procedures and boosting renewable use. Through presentations and interactive sessions, it will aim to identify quick wins and scalable solutions for Moldova.

Speakers with relevant policy experience have been selected for the event. They come mainly from countries that have undergone a similar transition.

The event is mainly dedicated to national, regional and local authorities and stakeholders across Moldova. Join us to accelerate the shift toward sustainable and energy-efficient buildings!

    Group work: Moldovan solutions to overcome barriers to building renovation

    Explanation of the group work methodology – Katharina Krell

    Moldovan participants will work in small groups on four tables for 50 minutes on how to overcome one main barrier of the building renovation process. These barriers will have emerged from the previous sessions. Participants select the table they want to work at. (Table signposts with barrier written in EN / RO) Group work is in Romanian.

    Each table selects a rapporteur who will present the key points from the discussions to the plenary later.

    1. Understanding the barrier better: what is the current issue?
    2. Imagining the ideal situation where the barrier no longer exists: describe it, which are the features
    3. Identifying the steps necessary to reach the ideal situation, going step by step backwards from the ideal situation to the current situation
    4. Elaborating what would needs to change, step by step

    Each table rapporteur reports back to the plenary, presenting the steps to overcome the barrier (with interpretation)
