Working Groups for Malopolska Smart Specialisations

About this good practice
The main aim of the Working Groups for Małopolska Smart Specialisations is to:
• improve the entrepreneurial discovery process in a systemic way with engagement of all relevant quadruple helix representatives,
• direct impact on regional smart specialisation and other innovation and entrepreneurship polices in close co-operation with Regional Innovation Council. The Groups give bottom-up information on smart specialisation areas so that regional intervention could be better targeted and addressed.
There are eight Working Groups with 139 participants altogether (representing seven regional smart specialisations plus the “Interdisciplinary” Group for broader view outside specialisations).
Each Group is composed of maximum 20 representatives of entrepreneurs, science institutions, business related institutions, regional or local administration, other stakeholders. Entrepreneurs have to constitute at least 50% of each Group’s members.
The groups are quite a new tool (established in June 2015). They work either during meetings organized by the Małopolska Region or work online consulting some important issues for regional smart specialisations usually on the region’s request.
The Małopolska Region keeps on informing the Groups about results of call for proposals for smart specialisation projects, as well as the results of smart specialisation analyses and forthcoming calls.

Evidence of success
• Two editions of ”Innovation Vouchers” based on smart specializations defined by Working Groups already realized (335 applications; allocation: EUR 22.8 million)
• The S3 definition to be used during further calls under the Regional Operational Programme
• Identifying 339 Regional Agendas of Scientific Research
• Involvement as consultants in the Małopolska Innovator competition

Potential for learning or transfer
• Preparation of rules of composition and cooperation of the Working Groups should be a first step.
• There should be an open call for participants. The Małopolska Region has organized an open call in order to establish 8 Working Groups for Malopolska 7 Smart Specialisations (plus one so called "interdisciplinary" working group). The call was a great success – more than 260 experts applied to work in the Groups (among them 50% were representing companies).
• Working Groups must feel the support of a regional government and their opinion must be heard. In other words the regional government has to show it really takes into account the voice of the Working Groups (the Groups have to see a follow-up of their suggestions; how the region used their suggestions)
