
Territory cultural-based regeneration: a call for projects

About this good practice
This call assumed that active involvement of community in its various aggregative and non-aggregative forms is essential for a balanced and sustainable urban development. The goal is to activate processes in the creative and social sphere with the active participation of all the components of a local community, from the municipal administration to citizens, from associations to institutions.
The call ‘Territory cultural-based regeneration’ allowed for the submission of urban regeneration projects oriented towards Venetian cultural heritage, contemporary art, cultural and entertainment activities.
The call objective was fulfilled by selecting and financing the best projects, looking for the most promising in terms of impact on the territories and networking capabilities.
A few examples of selected projects that received the contributions:
“Deltarte” festival, which is creating through the years a diffuse museum of contemporary street art spreading among 4 provinces;
“Neighbourhood House” is a shared space managed by associations to offer spaces for culture, creativity and dialogue to the community;
“Urban Lab” was a project developed to involve the citizens in a participative urban regeneration laboratory, with theoretical and practical activities;
“Zona3” project was a theatre festival designed to involve the local community and promote art fruition.
Stakeholders are local authorities, cultural or social associations.
Beneficiaries are communities and institutions.

Evidence of success
Contributions: Deltarte Festival costed 25.000 Euro and received 10.000 Euro; Neighborhood House costed 20.600 Euro and received 10.000 Euro; Urban Lab project costed 10.000 Euro and received 5.000 Euro. These 3 projects had fully eligible costs. Zona3 Project costed 19.200 Euro of which 18.620 were eligible and received a 6.000 Euro contribution. 8 projects were funded. Receiving a contribution covering about half the costs of a project can be decisive in choosing wether to develop it or not.
Potential for learning or transfer
Redevelopment and regeneration can exploit the strategic role of contemporary art, capable of activating virtuous processes of rebirth in peripheral areas through the active role of citizenship (involved through various forms of association) along with institutions.
This call for projects is notable for the following reasons:
-the ability to analyse strengths and weaknesses of the actions proposed, thanks to the involvement of experts in this type of analysis (universities, urban planners, etc.);
-attention given not only to recreational and cultural activities but also to the construction of beauty in the neighborhood (sharing spaces in public parks and public venues);
-the relationship with institutions felt to be partners in the projects and not mere contributors.
This kind of calls is important to guarantee a form of strategical coordination in the field of urban regeneration (when it is not of regional competence) throughout the Region.
