About this good practice
Cluster accreditation aims to select clustering initiatives with high innovation and export potential. Clusters have to apply for accreditation. Accredited clusters are supported by a series of calls for grant since 2008. First calls were published in 2008, 2009 and 2011 in the frames of Economic Development Operational Program (EDOP 2007-2013), and another call was published in 2015 in the frames of Economic Development and Innovation Operational Program (EDIOP 2014-2020). The first 3 calls offered grants to foster prototype development, assist knowledge-transfer, and encourage co-creation among Hungarian SMEs. Grants were available to develop networking and collaboration infrastructure to catalyse innovation and marketing of existing products. Since 2015 wider partnerships of AIC members and other entities have been able to apply for grants to improve research, development and innovation cooperation among SMEs, large enterprises and HEIs or other institutions (e.g. clinics or hospitals). The early calls had a focus on co-creation inside clusters, the latest one targets multi helix cooperation between cluster and non-cluster members. There were priority sectors granted by all the 4 calls. Offering grants to clusters interested in health economy got priority in all the 4 calls. Therefore, research or innovation results of the subsided clusters could directly or indirectly find their way to the health and care sectors, e.g. to the emerging home care market.
Resources needed
A coordination team of 2 people (desk officers in the intermediate body to manage the calls and monitoring the implementation) and 5-10 experts for evaluation and selection, as well as financial, legal and controlling activities in a part-time and/or subcontracting basis, app.15 person month/year.
Evidence of success
71 applications, applying for 90.6 M € grant, were submitted to the first 3 calls, and 30 projects were approved that time, receiving 39.0 M € grant.
109 applications, applying for 388.6 M € grant, were submitted to the fourth call published in 2015, and 96 projects were approved, receiving 318.4 M € grant. New prequalification procedure introduced in 2015 led to increased rate of granted applications. A policy check if the applications tackle objectives of RDI Strategy was introduced.

Potential for learning or transfer
The cluster scheme fosters actors to explore the advantages in multi helix (triple or quadruple helix) cooperation and innovative co-creation.
Accreditation and prequalification procedure help implementation system to preselect project partnerships and ideas fitting best to regional or national RDI and sector policies and/or strategies, including RIS3.
Cluster development, as well as the Accreditation Programme have been launched and maintained by public organizations in Hungary. As a good case for public driven innovation the establishment of the first cluster in Hungary was initiated by the Ministry of Economy in 2000. Since that time the number of accredited clusters has acceded 100, and 75% of them have got AIC qualification. Calls were available for members of AICs who could demonstrate potential to develop commercially viable and innovative products or services.
