About this good practice
To overcome the economic development disparity in the province of Castellón where the coastal zone reside 80% of the population and the interior area where constituts by small municipalities with a mainly agricultural and livestock economy.
There is a network of 5 Centers for Economic and Social Dynamization (CEDES) of the Diputación de Castellón to strengthen and coordinate the municipal programs.
1) Support services for business creation including counselling programme, mentoring, free telematic processing services, incubator programme, and sustainable entrepreneurship programme coaching and digitalisation programme for early stage startups
2) Entrepreneurship skill, mindset and competence development and promotion which some of them are specific for rural area and for women such as “set up your business x 10: first steps”, “creating your own companies” programme, “Move Up programme!.
3) There is also direct aid to non-profit organizations when carrying out innovative activities to promote entrepreneurship (the cofinancing rate is higher (75% compared to 50%) and implement entrepreneurship programs in rural areas. Furthermore, Aid program for the creation of companies by young people between 16 and 29 years old
registered in the Youth Guarantee that live in municipalities with less than 5,000 inhabitantsor in municipalities with less than 10,000 inhabitants that have lost population in the last 10
years.

Expert opinion
The Centers for Economic and Social Dynamization offer a holistic set of services to improve economic development in the province. Services are provided to different socio-economic groups (including specific activities for women, youth, unemployed) and address both entrepreneurial spirit (e.g. promotional training activities and consultation), as well as business development (e.g. incubation programme). Over the years these centres have become important support organizations in the region.
Other policy makers could learn from the experience of these Centers of excellence, especially regarding specific services aimed at rural areas or for encouraging female entrepreneurship.

The financing for 2017 of CEDES and the implementation of the Provincial Strategy for the promotion of employment, entrepreneurship and economic promotion is 607,850 €.

Evidence of success
Thanks to the close collaboration with the city councils, the CEDES have become a reference for the people who need support to find a job, to create a company or to consolidate their businesses within the province. The centers have specialists in the areas of employment, entrepreneurship, equal opportunities and new technologies to implement the services offered.
From 2017 to 2019, 927 individuals receveid consutlation, 1384 entrepreneurs recevied training and 41 business been incubated.

Potential for learning or transfer
This practice is totally transferable in relation to the services offered to the inhabitants of rural areas, since our actions and methodologies are collected and accredited by the ISO-9001 quality system.
The integrative approach of the Provincial Strategy is another factor of success since it consists of three plans aimed at specific target audiences: unemployed people, entrepreneurs and SMEs. We start from the service to unemployed people, where we work to detect those users who have business concerns, in order to offer them specific services and help them in all stages of development and start-up of their company. Finally, once the company is established there is access to a battery of services to consolidate the business. In this way, we seek to detect all the entrepreneurial initiatives of the territory to contribute to its economic development.
