Management of the EDP at the S3 priority level through the setting up of steering committees

About this good practice
Since 2014, each RIS3 priority was steered by a team made of an industrialist (pilot role) and a figure from public research (co-pilot). There was no funding for, and no institutionalization of that function. The approach was essentially based on the legitimacy and capacities of these individuals to play the role expert and to incarnate the ecosystem of the priority in the recommendations they made towards the steering committee of the RIS3.
Nevertheless, there was no real and formalized moderation of the ecosystems of the RIS3 priority.
In view of this, the public decision-makers decided to strengthen the governance and coordination dynamics of the ecosystem within the priorities. They set up steering committees which have become one of the cornerstones of the RIS3 of the Centre-Val de Loire region.
The interaction with the key players through the EDP is used to
- Explore new niches and market potential, as well as areas of scientific and technological opportunity.
- Encourage innovation projects within the priorities and strengthen the ecosystem by providing "fertile ground" for them
- Generate decision support to the RIS3 steering committee to support it in the process of developing specific policy instruments to support innovation and provide recommendations on investment decisions.
The RIS3 priority steering committees are led by the clusters in the corresponding fields with the support of the economic development agency, which ensures the overall coherence.

Resources needed
Clusters and DEV’UP are financed by regional and ERDF funds to moderate this initiative. Other members are not paid for their participation. That represents roughly: 80 000 - 100 000 €.
Evidence of success
These committees, which were officially set up in the summer of 2020, began to work hard despite the situation linked to the pandemic... with success. After several working meetings, they took stock of the actions carried out during the previous period (2014-2020) to propose an action plan for 2021-2027 for the RIS3 measures which were validated in include in the next RIS3.

Potential for learning or transfer
Alongside the State and Regional referents and the coordinators from Dev'up, the cluster team will act as project managers within each steering committee. Entrepreneurs and people from the world of research and training complete these steering committees.
The clusters have been involved alongside the State and the Region to identify the key and relevant members to be involved in the steering committees.
Finally, to ensure that the dynamic will remain present within the steering committees and to strengthen the links between the priorities of the RIS3, Dev'up has organised two coordination meetings for the steering committee members involving the coordinators, people from the State and Region and from Dev'up. The 1st meeting aimed to provide feedback on the running of the steering committees in order to draw lessons learned. The aim of the 2nd was to collectively draw up the KPIs of the action plans for monitoring RIS3 priorities with a view to setting up scorecards.
