
KILVA – Climate Impact Assesment Tool for Land-use Planning

About this good practice
KILVA is a comprehensive climate impact assessment tool, where the focus is on a qualitative ”checklist” that includes all different climate impacts that a land-use plan can cause or be affected by. Both mitigation and adaptation are included as viewpoints.
KILVA provides a transparent starting point for impact assessment: it points out the major negative and positive impacts of the plan in question, which helps the planner to further pay attention to these issues.
The tool consists of multiple-choice questions as well as comprehensive background information on each question. The results are presented both verbally and in a graphics form. KILVA assessment can be done multiple times if the user wants to compare the impact that making different choices would make onto the plan in question.
KILVA was developed with funding and guidance by the Ministry of the Environment and it is freely available online.
KILVA's target audience are municipal planners but it has been also used and adapted by consulting offices, architects and ELY Centres.
Resources needed
In-house expert team and consultant work for website coding and technical development. Expert work was done in multidisiplinary team. Estimations on exact working time for each stage is included in the additional file included.
Evidence of success
In 2021, KILVA was a the most used climate impact assessment tool in Finland, based on a survey by the Ministry of the Environment
KILVA is the default recommendation for climate impact assessment by regional ELY Centres nation-wide and municipalities using it range from smaller towns to the largest cities in Finland.
Based on two reports (Kerkkä, V. 2021 and Kerkkä, V. 2023), after KILVA's release, climate change assessment is better taken into account in land-use planning.
Potential for learning or transfer
KILVA is free of charge and easy to use. To develop a corresponding tool into other European region, a good way to start is use KILVA's check list for a background information. After that, the information needs to be adapted into the local context (e.g. studies and practical examples in the local language) and the webpage needs to be planned. KILVA is coded with open source practices which enables the code to be copied and applied.
If the development of an own tool is not possible, on KILVA’s homepage offers background information in a list form, which provide a starting point. Browser translation function can be used to access information. KILVA is also a very good supporting tool in decision-making, when climate-wise and biodiversity-enhanced future is wanted.
To reach users, it is important to market it to municipalities and regional governance as well as present it at events and webinars after the launch. Co-operation with other projects or research institutes is also helpful.
