About this good practice
The JustGreen Scorecard is a self-assessment tool designed to promote network cohesion and help partners concretise abstract concepts. It aims to:
• Create shared baseline statements rooted in the project’s three thematic pillars for collective self-assessment at the local level.
• Mobilise stakeholders and stimulate local dialogue at the start and end of the project.
• Construct a peer review framework among partners to share details of their local stakeholder process and scorecard results, linking local and transnational activities.
• Provide comparative snapshots of each partner’s position at the start and end of the project.
Starting with the JustGreen pillars (Distribution, Procedure, and Recognition), the partnership used online workshops to draft and refine a set of seven scorecard statements. These statements, expressed in short, simple sentences, relate to all partners. Following expert guidance, partners hosted the first local stakeholder meeting to discuss and populate the scorecards. The participant list, exchange, and scorecard results have been highly instructive for understanding each local context.
The baseline scores help each partner focus their JustGreen activities and set goals related to the three pillars. It also aids in selecting relevant policy actions for potential transfer within the partnership.

The scorecard process is not resource intensive. It mainly requires:

Evidence of success
Partner and stakeholder feedback about the scorecard has been positive. The project focuses on the interface between Climate and Social Justice (a contested policy space). The scorecard articulates seven clear statements related to 3 pillars (Distribution, Procedure and Recognition) limiting misunderstandings. Assigning scores requires stakeholders to assert opinions and justify them, fostering dialogue and consensus. This process helps partners identify areas for improvement and added value.
Potential for learning or transfer
There are many variations of the scorecard tool. The JustGreen model is simple but powerful, easy to understand and implement, and provides useful data at key points. This is valuable in a complex project with new concepts and fast-changing lexicon.
The steps to create and implement the scorecard are clear and easy to follow, as is the mechanism for sharing results. The approach is highly transferable and adaptable to any territorial level.
Key principles include shared ownership, co-design, and trust. The scorecard must comprise statements each partner recognizes and feels they contributed to. A carefully constructed process ensures active partner involvement in developing and selecting statements. Trust is crucial for honesty from local stakeholder groups, fostering a spirit of trust within the network.
