
Green Hydrogen Alliance in Andalusia (Spain)

About this good practice
One of the elements on which the implementation of a new industrial policy for Andalusia relies on is the necessity of an effective use/development of regional resources to boost the growth of regional industry, useful for both for commercial actions and for the establishment of initiatives to support the growth of companies with activity in the green H2 sector.
In Andalusia, the union of industry, renewable energies and hydrogen gives an excellent opportunity to contribute to decarbonizing the Andalusian economy and strengthening the position of its industry.
For this reason, the regional government has promoted in March 2023 the Andalusian Green Hydrogen Alliance with the aim of taking advantage of these opportunities and accelerating the development of hydrogen technologies in the region.
The Alliance is created to define and establish the short, medium and long-term lines of action that promote the strategic drive of green hydrogen in Andalusia. It aims to develop the value chain, boost industry and contribute to achieving industrial, energy and climate objectives.
The Alliance has 6 main strategic axes: 1/development of hydrogen projects, 2/adaptation and development of new infrastructures,3/innovation, development and generation of industrial capacity in the value chain,4/demand boost, 5/development of a people-based hydrogen economy, and 6/development of regulatory and institutional support instruments.
Resources needed
The Alliance is managed by the Public Administration and has created several thematic working groups together with the stakeholders of the value chain.The map was designed both with external and internal resources:3 technicians during 2 months approx. +external technical assistance worth 30.000€.
Evidence of success
The Alliance,with the support of 150 public and private entities,has coordinated the preparation of a Map of the network of entities for green hydrogen in Andalusia: a dynamic tool that showcases a network of 86 entities (64 companies, 7 universities with 5 research groups, and 10 supporting entities) and a permitting guide on the processing of green hydrogen installations allowing the region to be positioned as pioneer in implementation of regulatory framework in this field.
Potential for learning or transfer
The Alliance stands out for constituting a solid framework for public-private cooperation and the participation of all the stakeholders of the value chain in Andalusia. It means that it integrates the complete ecosystem, which is a collaborative scheme that can be replicated in other regions. The map developed helps to promote the development of the activities of companies, professionals and entities interested in offering or demanding solutions related to the production, storage, distribution or use of the same.
The permitting guide enables to give answer to the numerous requests for information received in relation to the legalization or authorization of facilities of green hydrogen and compiles the experience accumulated in Andalusia and lessons learnt that can be useful for other communities.
