
Building the Twin transition Roadmap in Textile: the role of clusters

Problem Addressed:
In Ukraine, there are no officially approved strategies for the digital or green transformation of SMEs, either at the national level or within specific industries or sectors. This lack, coupled with the absence of universal tools like SME self-diagnostic, creates significant barriers to implementing comprehensive and coordinated programs in various sectors. Consequently, the current twin transition programs appears fragmented and ad hoc, leaving market participants without clear guidelines on where to go or how to proceed.
How Objectives are reached:
The GTD Textile (Green and Digital Transformation in Textile) project aimed to develop a Roadmap for the twin transition of SMEs in Ukraine's textile industry. The project was implemented from August to December 2024. Its main objectives included introducing an SME self-diagnostic tool, conducting a market survey, raising awareness on the twin transition, and developing an industry-specific roadmap.
Stakeholders: the main partners in the consortium were Association of Industrial Automation of Ukraine (APPAU), The National association of Textile industry (Ukrlegprom) and CCI of Ivano-Frankivsk. Associated partners were Ukrainian Cluster Alliance (UCA), Podillya Fashion cluster, Cluster of circular economy, EDIHs KyivHitech and CloTex. UNDP was the donor of the project.
Resources needed
The project cost supported by UNDP was €24 k (all activities). Co-financing from APPAU (as project leader) was €6k. Total costs €30k.
Evidence of success
•Implementation of EU ADvanced MAnufacturing (ADMA) methodology and ADMA scanner, as self-diagnostic tool
•150 Manufacturing SMEs’ participated in survey, 25 of them were assessed.
•The Roadmap has been developed and presented to all stakeholders.
•1st Innovators landscape has been created enabling the access of SMEs to products and solutions providers.
•Alliance 3T (Twin Transition in Textile) has been created, that took responsibility for the further implementation of the Roadmap
Potential for learning or transfer
The GDT Textile project is one of the most successful initiatives by UCA, and next aspects can be noteworthy for sharing:
• Broad collaboration in policy-making: The project established a strong consortium of stakeholders, not only for developing the Roadmap but also ensuring its sustainability (Alliance 3T).
• Unification and standardization / leveraging best practices: The project adopted the existing ADMA methodology and forged strong connections with leading European expertise (Trans4Mer, Twin Revolution, Textile Pathway).
• Implementation: The 80 initiatives outlined in the Roadmap require funding and execution. While these activities go beyond the project’s scope, the Alliance 3T has already launched an active fundraising and advocacy campaign.
• Practical orientation: Through matchmaking activities, the project connected several providers and consumers—initial commercial agreements for implementing modern OT systems have reached €400,000.
