Thermomodernization of the historic building in which Voivodeship Cultural Center is located in Kiel
About this good practice
It was decided to conduct thermal insulation of the building with the help of special thermal ventilation. It is a modern and energy-saving method, which on the one hand allowed to eliminate the differences between the temperature in the eastern and western part of the Voivodeship Cultural Center building, and on the other hand will not interfere with the historic appearance of the building, which is one of the city's Kielce showcases for over sixty years.The project leader was the Voivodeship Culture Center in Kielce, which was also the Applicant of this project. As part of the project there were done: replacement of windows and external doors; thermo-modernization of the flat roof, foundations of the building, replacement of the roof covering: replacement of the central heating installation, delivery and installation in two halls of the roof center with heat recovery. Moreover, significant improvement in the energy efficiency of a building has a positive impact on the protection of the natural environment.
Voivodeship Cultural Center in Kielce offers its programme to recipients of all ages with different needs and cultural interests. It integrates the environments of creators, performers and consumers of cultural goods. It creates organizational and economic conditions for the development of local cultural, artistic and educational activities, unprecedentedly raises the aesthetic, emotional, mental and ethical-moral needs of "beauty and goodness".

Total eligible expenditure of the project - PLN 8 294 822,09 (approximately 2 mln Euro). European funds - PLN 6 635 857.67 (approximately 1,5 mln Euro)
Evidence of success
After implementation, there were significant savings which enabled other various proprietary tasks of the institution. The energy efficiency of buildings increased. It helped to adapt to modern ecological management, as well as reduced the costs incurred so far. The analysis of the technical documentation carried out suggests that the energy efficiency improved. The cost of purchasing gas to heat the building has reduced by 26% per year. The value was calculated on the basis of a 6-year of use.
Potential for learning or transfer
Despite the fact that project concerns thermomodernization, after the implementation, there were significant savings in the expenses for the maintenance of the facility, which enabled the implementation of various proprietary tasks of our cultural institution i.e. professional organization of cultural events or increase program offer addressed to recipients. This shows that every cultural institution has to find areas where they can find savings. What can hamper the transfer of that good practice is that without European Union funds it would be very difficult to realize this kind of project.
