SUMP Cagliari Challenge: Inspiring Eco-Friendly Commuting

About this good practice
The PUMS Cagliari Challenge was introduced in response to the growing need for sustainable urban mobility and the reduction of carbon emissions within the Metropolitan City of Cagliari. The Metropolitan City of Cagliari launched the challenge as part of its Sustainable Urban Mobility Plan (PUMS), a broader strategy to promote cleaner, more efficient transport solutions. Intending to reduce carbon emissions, the challenge promoted low-impact travel options such as walking, cycling, using scooters, public transport, and shared mobility services. The initiative was designed to engage and motivate citizens by turning sustainable mobility into a fun and rewarding activity. By integrating digital tools like the MUV Game app, the challenge leveraged gamification to encourage eco-friendly commuting habits. For anyone aged 16+ travelling within the metropolitan area, participants had to download the MUV Game app, register for the challenge, and track their eco-friendly trips to accumulate points. The more sustainable the mode of transport, the higher the points earned. At the end of the challenge, the top three participants were rewarded for their commitment to green mobility, with prizes including an electric bike, a traditional bicycle, and an electric scooter. Through this initiative, the Metropolitan City of Cagliari not only incentivized sustainable travel but also fostered greater awareness of the environmental and health benefits of reducing reliance on private cars.
Resources needed
The initiative, part of the SUMP outreach, had a €47,510.75 budget covering communication tool design, production, and delivery for the Metropolitan City of Cagliari. It also included organizing a promotional event and a prize-based challenge to engage the public in sustainable mobility.
Evidence of success
The success of the PUMS Cagliari Challenge, with over 850 participants, 83,574 km travelled, and 1,562 kg of CO₂ saved, demonstrates strong public engagement. The final event on May 11, 2024, celebrated three winners and highlighted the enthusiasm generated by the challenge. The high participation rates and positive environmental impact reinforce the city's commitment to relaunching similar initiatives in the future, continuing to incentivize low-carbon mobility and strengthen its SUMP.
Potential for learning or transfer
The PUMS Cagliari Challenge was a proactive response to these urban mobility issues, aiming to create long-term changes in travel behaviour and support the city’s transition towards a greener, more liveable environment. The initiative stands as a model for promoting low-carbon transportation and inspiring communities to adopt greener, healthier, and more efficient ways of moving around the city. The PUMS Cagliari Challenge aims to raise awareness among citizens about adopting increasingly sustainable mobility habits. Policies and events promoting a culture of sustainable mobility are among the key actions of the SUMP.
Organizing a challenge as an awareness-raising tool has proven to be highly effective, thanks to its competitive aspect and the incentive provided by the chance to win one of the prizes at stake.
Therefore, the PUMS Cagliari Challenge presents a transferrable model for other regions looking to promote sustainable mobility through gamification and incentives.
