
Social services centre “Pērle” in Cēsis

About this good practice
Building a social daycare centre in Cēsis was a pilot project for the EU deinstitutionalisation programme, carried out by Cēsis Municipality. Cēsis municipality and Vidzeme planning region denstitutionalization plans emphasise the need of a social daycare centre in Cēsis, providing necessary rehabilitation and other services for people with mental disabilities, children with functional disabilities and their parents. By ensuring access to different specialists, organizing workshops and community activities, it aims to provide the necessary skills and support for independent living. “Pērle” is the largest social service centre in Vidzeme region. Besides inclusion which lies at the core of this GP example, it also incorporates the aesthetics and sustainability values of New European Bauhaus. The centre’s building was honoured with the Grand Prix of Latvian Architecture Awards in 2022. The looks and design of it are well integrated in the local setting and create a relaxing and calm environment for its users by using sustainable solutions, such as wooden elements in design and construction. In addition to that, a public competition for the name and the logo of the centre was held, fostering public participation.

Construction of the social service centre “Pērle” was a part of an ERDF funded project “Multifunctional social services centre “Cēsis”” by Cēsis Municipality.
Total project budget: 1 843 676,77 EUR.
ERDF funding: 1 122 375,41 EUR.
Evidence of success
The centre building received the Grand Prix of Latvian Architecture Awards 2022, proving that it can not only serve its users, but also holds a high aesthetic value and therefore can be set as an example for integrating the New European Bauhaus values. The locals of Cēsis town also got involved in the project development, sending their proposals for the center’s name. In addition to that, students of Cēsis art schools and designers participated in creating the center's logo.
Potential for learning or transfer
The construction of centre “Pērle” demonstrates the core aim of NEB, thinking in a broader sense than mere functionality. It is seen as a part of an integrated territorial solution, considering architectural, interior design and infrastructure aspects as a whole. Full access to the whole building on one level is ensured. The largest facade is designed to have full size windows instead of solid walls, facing a natural meadow in the inner part of the territory. Such architectural solutions and other design elements create an inclusive atmosphere and ensure connection with nature. As mentioned before, the local society engaged in executing the project in several aspects, which also contributes to the idea of inclusiveness and involvement. Last, but not least, currently there are undergoing plans for further development of the surrounding territory, making it into an accessible public space. It proves that a construction project can start and impact broader change and improvement.
