
Quiet Zones in the Triglav National Park (The VrH Julijcev project)

About this good practice
Good practice is implementing quiet zones in Triglav national park through the National park Management plan and implementing quiet zones in the field. Quiet zones are special areas where access and use is not allowed for protection of some species as (capercaillie -Tetrao urogallus , black grouse- Lyrurus tetrix, rock ptarmigan- Lagopus mutus).
Quiet zones are implemented in the field with road closures.
Quiet zones were first established with cooperation with different stakeholders (foresters, NGO-s, land owners etc.). They were established in the Pokljuka plateau which is high karst plateau and protected as natural valuables.
In the policy level quiet zones are implemented in forestry plans, where logging is not allowed in the mating season.
The local municipal development plans also implement quiet zones and are limiting flights over the quiet zones in the mating season and so ensuring that the species have the best possible condition for reproduction.
Authority responsible for the policy ist Ministry for Environment and natural resources.

Total project buget 3.689.249,87 EUR
1 employee per year cca 30.000€, 70.000€ implementation in the field (ramps, boards, signs, counters, etc..)
Evidence of success
Less impact on these areas. Logging is done outside of the mating period (100% implementation), helicopter flights to supply mountain huts adapted to the quiet zone rules (100% implementation), drop of fees due to improper driving in natural environment (60% drop).
Potential for learning or transfer
One of the examples is how to successfully limit and manage visitation for the goal of nature protection and the protection of biodiversity. A lot of experience in how to communicate with different stakeholders with different interests to a common goal.
