Noorderhuizen and basic skills

About this good practice
Practical Training in Woodworking or Metalworking
This practical training fills the gap between a non-EU national who wants to learn a profession at a distance to the labor market and the other hand the labor market desperate in need of skilled non-EU nationals. Although Noorderhuizen was initially set up to cater to the needs of all citizens in the region, it turned out that "(temporary) residency permit holders" are now the core participants of this successful program. The program includes training, apprenticeship, and guidance for a potential job.
Anyone in the region of Winsum can enroll, the programme is organised by Ontwikkelplein Het Hogeland Uithuizen, a Governmental organisation. By learning and working simultaneously, the candidate develops skills in woodworking or metalworking. This increases your chances of finding a job. Regarding the labour market; Regional vocational School Noorderpoort offers an entry-level or a level 2 apprenticeships. After establishing a practical agreement, a participant joins the apprenticeship and attends school one day a week. When the company trains a participant in the apprenticeship, there is a practical learning subsidy scheme from the Netherlands Enterprise Agency (RVO). It's a subsidy up to a maximum of €2,700 per practical or work-learning position. The company benefits from better-trained personnel, and the participant is better prepared for the job market.
Job market in the North of the Netherlands seeks skilled labor.
Resources needed
The programme has a connection with a vocational school and has 2 FTE.
Moreover, the programme works with apprenticeship companies and sponsored labour contracts. In this respect is it highly integrated into the Dutch social fabric.
Evidence of success
Overview of Candidates at Noorderhuizen
In 2021, 11 candidates started the program. Out of these, by the end of the year, 3 had completed their trajectory. Direct employment was achieved by 3 candidates.
In 2022, 13 new participants began their journeys, with 6 completing the program within that year. Additionally, 5 candidates found direct employment, while 4 moved into a job with a supportive employment agreement.
Potential for learning or transfer
The strategies that inform the Noorderhuizen proved to be valuable. A breeding ground for further development has had it value. Also when we look at the outputs. The Programme itself is written and can be shared with others on request.
Noorderhuizen offers the opportunity for job shadowing, meaning that other organisations can learn and implement a Noorderhuizen strategy. Job shadowing is a powerful tool because of the direct connection between professionals and students.
Since the project already run for 10 years a lot of experiences are available for sharing.
The project itself is very connected to the ecosystem it depends on; it is very practice-driven. Soit can be copied in a region with already established and engaged partners.
