Model to analyse the development and changes in the transport network in Poznan

About this good practice
The traffic model for Poznań in the TTV VISUM program is managed by the Office of Project Coordination and City Revitalization at the Poznań City Office, which represents the City of Poznań in the REFOCUS project. The model in its current form was created in 2014 and updated in 2019. The tool helps in making investment decisions and confirming the economic, road and environmental efficiency of new transport investments.
The City of Poznań performs road traffic measurements in the city approximately every 5 years. Based on this data, the road traffic model is updated in accordance with all its elements for the city. The road traffic model is an analytical tool and is used for transport planning by modeling the city's transport networks (public and private).
In this case, it indicates the level of demand for public and private means of transport. It is used to develop and design new transport solutions and the impact of ongoing renovations, new investments and detours in the city on road traffic, in order to predict their impact on traffic in the city. The tool helps in making investment decisions and confirms the economic, road and environmental efficiency of new transport investments.
Expert opinion
Resources needed
PTV Visum traffic modeling software license - adapted to the area and 3-year support agreement. We build the model on the latest transport behavior research and traffic measurements. A team of 2-3 people for analysis, focused on this topic. 60,000 euros - cost to acquire the software.
Evidence of success
Analyses in the traffic model showed the effectiveness of the construction of 5 tram routes (Naramowice, Unii Lubelskiej, Dworzec Poznań Wschód, Ratajczaka and Kopernika). Several dozen analyses of changes in traffic organization or detours were performed in the model. Traffic organization solutions verify recommendations prepared for emergency situations. The results are included in feasibility studies prepared for obtaining European funds and positively assessed by EU experts.
Potential for learning or transfer
PTV Visum software is a universal traffic modelling software in the EU, which can be used to make strategic or operational decisions at the municipal/city level, as is done by the City of Poznań. The traffic model can cover larger areas, e.g. FUA, province, region or even country, so after purchasing the appropriate license it is easy to implement. Each city can commission or independently develop a dedicated traffic model for its area and perform analyses for its needs. However, the software requires appropriate skills to use it, enter data and generate analysis results - there are companies and people on the market who perform such orders, and the company providing the software offers training in this area. Analyses allow to demonstrate the economic efficiency of the project, show its ecological effect and forecast the volume of traffic (both in public and car transport). All these results are valuable for preparing recommendations, and for decision-makers when making decisions.
