
MaaS in action: How UnicoCampania is Shaping Campania’s Mobility with Unified Approach to transport

Since 1994, the Municipality of Naples has had an integrated public transport ticket, extended in 2003 to the entire Campania Region: 550 Municipalities and 5.5 million inhabitants. The UnicoCampania Consortium manages the tariff integration of discounted fares: ticketing and the distribution of revenues among all companies. The presence of UnicoCampania, which coordinates, summarizes and expresses the needs of the entire Public Transport System of the Campania Region, has favored the development of an integrated and digital approach. In this context, the Campania Region sales System (SVR) was developed allowing the use of an integrated public transport ticket, initially born to support and facilitate users mobility and that quickly further developed into a MaaS approach. Thanks to SVR, UnicoCampania is able to centrally manage the issuing of all electronic and digital tickets, and all Ticket Vending Machines. Furthermore, SVR allows for the connection of different operators such as APPs and sales networks, not only connected to public transport, but also to navigation, parking, sharing and to museums and other events. SVR also receives data from all connected turnstiles and validators, which transmit validation data and allow immediate control of the ticket. All validation data allows verification of anomalous uses of tickets. SVR allows the sale of tickets for ships to the islands of the Gulf of Naples. Transport user and operators are the main beneficiaries of this system.
Resources needed
Starting from investments made by Campania Region with the Regional Sales System, UnicoCampania has invested around €400,000 to adapt the System to the new digitalization needs, providing a MaaS approach. UnicoCampania employs less than 30 Human resources.
Evidence of success
Between 2023 and 2024, integrated travel solutions sold through APPs and other digital channels increased by more than 30% in terms of quantity. While, in terms of revenue, the increase was more than 70%.

Many regions face disjointed transport networks, where multiple operators compete rather than collaborate. The UnicoCampania model shows how a single coordinating entity can create a seamless travel experience. By combining digital ticketing, MaaS, and data-driven oversight, regions can modernize transport systems, improve revenue collection, and offer a better user experience. The initiative provides key insights for Decision Makers aiming to improve public transport through integration and digitalization, as Campania Region wanted and did with the support of UnicoCampania.
