Gorenjska cycling network

About this good practice
The practice addresses the challenge of establishing a network of cycling connections in the Gorenjska region and thus guiding cyclists to safe routes. The network was developed to promote cycling for both daily commutes and recreational purposes, as well as to support active tourism by enabling cyclists to explore the picturesque landscape without being constrained by difficult terrain or a lack of infrastructure. The focus on routes along natural corridors, such as rivers, further reinforces its environmental and practical benefits.
The practice reaches its objectives through a systematic approach to the development of a comprehensive cycling network in the Gorenjska region. The network connects 18 municipalities in the region and 6 municipalities in neighboring areas, ensuring safe cycling routes. Implementation involved collaboration between local municipalities and national authorities (Slovenian Infrastructure Agency), with the Regional Development Agency of Gorenjska and the Development Agency for Upper Gorenjska coordinating the process. The development focused on mapping and designing routes mostly along safe, cycling paths and low-traffic roads.This approach also included the installation of uniform signage throughout the entire network.
Stakeholders: 24 municipalities, the Slovenian Infrastructure Agency, tourism organisations.
Beneficiaries: cyclists, including local residents and visitors, who benefit from safe and accessible cycling routes
Resources needed
An employee working part-time (50%) from 2020 to 2023.
108,000 EUR for the design and installation of uniform signage;
17,000 EUR for promotional material (printed map).
Evidence of success
The regional cycling network connects 24 municipalities and covers 640 km of routes. Due to the mountainous and hilly terrain, it mostly follows river valleys and gorges, which serve as natural transport corridors. This ensures feasible infrastructure development and provides cyclists with a safe and enjoyable experience. Uniform signage (520) and continuous investment further support the network’s success, encourage cycling, and promote active, sustainable tourism.
Potential for learning or transfer
This practice offers valuable insights for other regions, particularly in fostering collaboration between local municipalities and national authorities. The success lies in the coordination between 18 municipalities in the Gorenjska region and neighboring areas, along with the Slovenian Infrastructure Agency. This approach ensures the development of a cohesive and safe cycling network and serves as a foundation for upgrading cycling infrastructure—specifically, planning and constructing cycling paths in areas where routes currently follow busier roads. Key success factors include strong cooperation among municipalities and between local and national levels, as well as shared investment in infrastructure, such as uniform signage for both national and local cycling routes.
