
Emilia-Romagna digital public transport data harmonisation based on MaaS paradigm

About this good practice
The good practice aims to define a framework for creating a MaaS platform towards MaaS integrator in the Emilia-Romagna Region. The framework comprises two pillars: the first is technical, enabling the exchange of harmonized data between private and public transport operators; the second is institutional, creating the conditions for these entities to collaborate in implementing the MaaS4RER project. This harmonization is realised using the NeTEx standard (Network Timetable Exchange) to establish the Regional Access Point (RAP) aligned with the National Access Point to guarantee the data interchange among transport operators.
Within the framework, one of the developments implemented is the transformation of the existing Roger App, which allows users to purchase travel tickets and parking services and serves as a travel planner, from a simple service delivery app to a MaaS operator integrated into the new platform currently being designed.
This has allowed the Region to apply for a pilot phase to create a regional MaaS (Mobility as a Service) platform that will provide users with intermodal travel planning based on exchanging harmonized data from transport operators.
Resources needed
The Emilia-Romagna Region, as part of the Maas4Italy project, has secured funding of 2.3 million euros for the MaaS4RER experimentation. The data harmonization phase involved only a minimal portion of the funds made available.
Evidence of success
One of the success points of the GP is having already gathered 1,500 candidates for the service trial phase via the Roger App, from July 1, 2024, to October 1, 2024. The experimental phase will last six months, running from October 1, 2024, to March 31, 2025.
Another indication of success is the implementation of the RAP (Regional Access Point)

This Good Practice can also benefit other regions as it lays the groundwork for the subsequent phases of implementing the MaaS vision by creating a dedicated platform and associated services, developing a specific framework, and involving stakeholders.
