
EFFECT4buildiings toolbox

About this good practice
The Interreg project EFFECT4buildings has developed a toolbox of financial tools and instruments for implementing more energy efficiency measures in buildings. The target group is building managers.
The toolbox is presented in “EFFECT4buildings combined guide” with an overall description of each tool. Each tool is published as separate Good practise in this portal.
The tools are:

Energy Performance Contracting, EPC
Multi Service Contracting, MSC
Green Lease Contracting, GLC
Prosumerism
Technological solutions.
Also, policy recommendations have been developed based on testing experience.

Expert opinion
With buildings being responsible for around 40% of energy consumption and around 36% of carbon emissions, tackling their inefficiency is a major challenge for meetings Europe’s climate obligations. However, lots of barriers remain in place to this goal: low awareness, split incentives, poor access to finance, and a lack of business models amongst others. The EFFECT4buildings project has developed a number of interesting tools, as listed here. Evidence of success
Tools have been tested and evaluated in best practise cases. Some of the cases are presented in the EFFECT4building magazine, filled with best practise.
Potential for learning or transfer
The tool has been developed with the aim to make them possible to adapt in all (European) countries. The potential for transferring best practise to other regions is supported by clear guidelines, templates and training materials.
