
Development of modal O/D matrices from telephone data in Emilia-Romagna Region

About this good practice
The main objective is to update the Origin/Destination matrices, which represent the transportation demand in the regional territory, in the regional traffic simulation model, with an innovative methodology based on big data. In addition, the tool can describe population movements more accurately than traditional methods (such as censuses and Italian Statistics - ISTAT -commuting matrices) based on ten 10-year population surveys. The new methodology, based on mobile phones, allows a more accurate and in-depth analysis of people's movements. Modal choice determination was carried out through an experimental process that considers additional data sources such as ISTAT statistics; vehicle flows on the highway network, mobile apps, and Big Data FCD (Floating Car Data) related to vehicle insurance systems. The analyses are to update the Origin/Destination matrices of the regional traffic simulation model. The key stakeholders for implementing this GP are the Emilia-Romagna Region, which owns the regional traffic simulation model, the phone data provider (telecommunications sector), and the FCD data provider (insurance sector).
Resources needed
A team of SW engineers is needed to process the data provided by the supplier and then develop matrices for the regional traffic simulation model and the dashboard for graphical representation. In economic terms, the costs can be very high due to the need to purchase mobile data from the provider.
Evidence of success
This GP can be considered successful because it provides a new and experimental methodology for updating the O/D matrices of the regional traffic simulation model, which is currently in use.
Potential for learning or transfer
This GP can be very useful for reconstructing both systematic and non-systematic movements of the population in a given area, identifying the modes of transportation and enabling the planning of future enhancements or directions towards specific transport systems. Additionally, it enables an effective update of the O/D matrices of the regional traffic simulation model, based on a methodology that can be applied to any European territory, provided an agreement is made with the phone data provider
