
Development of the local public transport service-IDA MAPT Craiova

About this good practice
The Craiova Metropolitan Public Transport Association was established in 2022 for the purpose of establishing, organizing, regulating, operating, monitoring and jointly managing the public transport service. The association has 9 ATU: Craiova , Breasta, Bucovăț, Cârcea, Ișalnița, Malu Mare, Pielești, Şimnicu de Sus, and Ghercești. The transport services serve over 270,000 inhabitants of these administrative-territorial units. Currently, county transport is not attractive for the population of neighboring communes because they do not travel through areas of interest in the municipality and stop at bus stations – nodal points naturally located in a peripheral area of the city, with significant losses of time for users. In most cases, the time lost for the journey from the bus station to the area of interest in the municipality of Craiova (work, school, public institutions, etc.) is as long as the time needed to travel from the commune to the bus station of the polarizing center of the region (the “last kilometer” problem). Instead of traveling by bus, citizens from peri-urban communes choose to travel by car, resulting in very high pressure on traffic in the municipality, congestion and pollution that can be greatly reduced by switching to local inter-community public transport.

Evidence of success
Improving integrated mobility through coordinated management and financing of public transport services through regular trips in the influence area of Craiova. Citizens from periurban areas are transported with significant time savings. The buses used are much less harmful to traffic in the municipality than the number of cars displaced. Satisfying travel needs to the greatest extent possible through environmentally friendly modes of transport and efficient management.
Potential for learning or transfer
The positive effect foreseen by achieving the investment objective consists in improving the local public transport system, the reduction of carbon footprint and other forms of pollution, the adequate management of transport services.
This type of project can be used as a successful model that can be integrated into local/regional/national development and transport strategies, stimulating inter-community cooperation.
