Development of a Mobility Monitoring Centre (MMC) for Thessaloniki

About this good practice
The MMC of Thessaloniki objectives are to:
- Monitor the operation and development of the transport system of the city
- Integrate data from different sources
- Support planning and decision making
- Provide a platform where different actors can share and disseminate data
- Provide mobility information to the general public
- Promote sustainable mobility, and as a result, improve quality of life in the city.
In the framework of a number of European, transnational and national projects the transport systems of the city have been (and is being) equipped with ITS infrastructure collecting useful traffic data.
These data, integrated with other mobility data, probe data and social content, are being managed in the Big Data infrastructure for processing, analyzing and visualizing multi-source data in real time that has been installed in CERTH/HIT premises.
Data analytics, advanced visualization and indicators estimation tools have been developed and a transport modelling lab has been set up.
In addition, on-line services for interaction with the travelers have been developed and an open data portal providing aggregated traffic data for Thessaloniki is available.
The GP has been implemented by CERTH/HIT with the support of and necessary cooperation agreements with
• The Region of Central Macedonia authority
• The Municipalities of the area
• Thessaloniki’s Public Transport Authority
• The local taxi association

Resources needed
The resources for the development of the MMC came from several projects that have been implemented by various actors in the metropolitan area of Thessaloniki. A draft estimation of the financial resources used is 6 million euro.
Evidence of success
i.e. of the MMC capabilities' uses so far:
- For supporting the city’s SUMP development with data from the MMC as well as testing scenarios in the transport modelling lab
- For activities of the Municipal Planning departments (i.e. to assess parking measures, pedestrianizations or the introduction of new services)
- For traffic management that is under the responsibility of the Region of Central Macedonia
- For the local taxi fleet operations
- For the Municipal police operations planning
- For supporting the city’s SUMP development with data from the MMC as well as testing scenarios in the transport modelling lab
- For activities of the Municipal Planning departments (i.e. to assess parking measures, pedestrianizations or the introduction of new services)
- For traffic management that is under the responsibility of the Region of Central Macedonia

Potential for learning or transfer
The MMC contributes towards the improvement of knowledge about the city’s transport networks and mobility overall. It is a perfect tool for supporting sustainable urban mobility planning and decision making that can be considered transferable to other Regions and cities, especially large ones where several mobility aspects need to be integrated.
