About this good practice
The goals of ARCA are to promote efficiency, efficacy and savings of the public procurement, working as central purchasing body through innovative negotiations systems, as well as the management, development and promotion of the e- procurement platform, named SINTEL.
In this way the new system contributes towards the TITTAN objective to promote the establishment of innovation ecosystems in the health sector, since it is now easier for suppliers to respond to the needs of the regional health sector, and it has been the platform used to uptake innovative health products/services through new public procurement practices (PCP and PPI).
The system is managed as follows
• CENTRAL PURCHASING BODY AND UNIQUE CONTRACTING AUTHORITY
• PROCUREMENT TECHNICAL COMMITTEE
• E-PROCUREMENT PROMOTION
• TECHNICAL CONSULTANCIES

Resources needed
ARCA professionals are qualified in different sectors (specifically, procurements for pharmaceutical products, general goods, ICT and services). It is entirely funded by Lombardy region.
Evidence of success
ARCA is the body who manages the launch of the PCP procedures.
The benefits of ARCA are many: a) cost reductions; b) the online systems favours paperless procedures; c) there is the possibility to access continuously updated data; d) guarantee of documents uniformity ; e) centralisation of negotiation procedures.

Potential for learning or transfer
A similar centralized system could be applied in other Regions as a good practice of an efficient, cost-saving and effective procurement system, able to reduce the burden for Public Administrations to purchase services and goods and for the suppliers, who can present their offers in a simplified way.
