Anlehre und Anlehre+ Vocational integration through support in dual training
About this good practice
The practice is aimed at young persons between 15 and 25 with barriers to placement in the dual vocational training system. It provides them with flexible, low-threshold and shorter training programs which increase their chances of completing a dual training (apprenticeship).
Admission to the Anlehre program is based on an individual decision by a committee, which considers the available resources and support needs of the candidates. The program lasts one year and prepares participants for the subsequent apprenticeship. In case of success, the participant can begin a traditional apprenticeship. If not, the admissions committee can decide on a one-year extension of support under Anlehre+, provided that the participant has developed positively during the initial year - particularly in professional skills.
An individual support plan is drawn-up, offering low-threshold training at school and company level based on training programs offered by the IAWM. The vocational part (3 days/week) is based on the programs used for the regular dual training pathway. The school-based part (2 days/week) provides for a wide range of specialised lessons, language support lessons, social skills training, etc. and is adapted flexibly to better meet the heterogeneity of the participants. After a total period of at least 20 months, the IAWM issues a skills portfolio that certifies the competences acquired by the candidate.

Evidence of success
The number of breaches of contract, i.e. dropouts from the programme, fell from 19.6% in 2015 to 12.83% in June 2023.
Potential for learning or transfer
The concept can be transferred to dual training systems in other areas and regions by adapting its structures and processes to the local context.
