About this good practice

The Strategy for Electrical Mobility of the City Council of Barcelona 2018-2024 is elaborated on basis of the fact that the current paradigm of mobility (especially in urban areas) is not sustainable, whereas mobility in general is a key factor for economic and social prosperity. The plan envisions safe, sustainable, equitable and efficient mobility.

For its advantages in terms of energy, economic an environmental impact, a specific strategy has been developed by the Barcelona City Council dedicated to electric mobility as one important solutions to enable the transition towards a more sustainable mobility model. The strategy is furthermore based on the assumption that in order to convert electric mobility into the preferred transport mode, the administration must take on the initial risks to adopt the new technologies, boosting the process of change and acceptance. In a second step, the private sector needs to be involved, to eventually reach the commitment of the citizens.

In this context, the Strategy defines a work scheme based on an initial current situation and marked objectives, to be achieved along five strategic areas (Municipal fleet; Public transport; Taxis; Logistics and goods distribution; Private vehicles and motorcycles) following four lines of action (Communication and Sensitisation; Management of Charging Infrastructure Development; Fleets and Industrial Transformation; Regulatory framework and supporting policies).

Resources needed

It represents a strategy document that needs only human resources to be elaborated. Its implementation does however require a large investment in the replacement of the public fleet and (financial) commitment from the private sector as well as from private individuals for EV purchase.

Evidence of success

The strategy is based on a thorough analysis of the different areas of intervention and marks initial and target values for the % of Evs in the fleets per sector in short-term (6 years) and long-term (2050). It sets out a logical sequence of interventions starting with those lines where the City has a high power (municipal fleet) followed by actions where it can influence or give an example. The strategy is furthermore aligned with other mobility strategies (Urban Mobility Plan - PMU).

Potential for learning or transfer

Generally, it is considered important to set out a strategy on municipal level for electromobility as a key driver of the mobility (and energy) transition. Potential for learning is especially seen in the “trickle down” approach foreseen in the strategy and its action lines. The City Council takes the inititave as first mover who sets a good example for the private/business sector and private vehicle owners by applying rigorous criteria in the public procurement of the city’s vehicle fleets and public transport vehicles (buses especially). Electric vehicles in the public fleet have a high visual impact and function as a means of electric transport promotion and signal of the commitment of the city to sustainable transport.
The result of the actions carried out in this strategy line in recent years has been positive and has placed Barcelona and its Metropolitan Area as a leading city in specific areas, such as the public charging infrastructure for motorcycles on the street.
