Smart grids connecting PV roof for self-consumption, recycled batteries and charging points for V2G

About this good practice
The main problem addressed is CO2 emissions reduction, through an innovative project for the integration of distributed renewable energies in the city.
New facilities installed in public buildings (PV generation, energy storage, bi-directional electric recharge posts and SCADA control) allow the analysis of new strategies (energy balances) and their integration with the distribution networks.
Pamplona City Council has implemented two of such smart grids:
- Police building: PV roof, batteries (made out of recycled batteries by the local startup BeePlanet) and V2G chargers. This building has also a heat recovery system from the Municipal Data Center in the same building, used to produce DHW for the police showers. This was done in cooperation with CENER and BeePlanet. The City Police building is an old building with many different uses, where most of the municipal cars and the Municipal servers are located. The energy consumption is high and several measures were needed in order to reduce CO2 emissions and reduce the energy bill.
- Bus station: PV panels, recycled batteries and a fast charging point for taxis as early adopters, as well as for other users. Besides BeePlanet, Ingeteam participated in this initiative. Pamplona’s bus station is a big building with different uses inside, and the electrical energy consumption is high and constant during the year.
The new grids allow reducing the energy bills and control the power demand with different strategies.

Evidence of success
These buildings have different uses so several measures were needed. The new grid allow control with different strategies: Reduce CO2 emission and energy bills; Peakshaving; Electricity demand aggregators; Better adaptation to new electrical scenario; Open data on new renewable energy models; Control of peak power demanded during charge of EV.
They generate 8 to 20% of the energy demand and provide service to the e-vehicles. A success factor is the cooperation with local stakeholders on RES.

Potential for learning or transfer
This model is already being transferred within the Region:
• Public University of Navarra: PV panels connected to an existing grid and to the e-bus line, by Government of Navarra, UPNA, CENER, BeePlanet.
• Passivhouse public building for elderly: PV panels and recycled batteries, by public company NASUVINSA, in coordination with CENER and BeePlanet.
The cases in this GP relate to 4 examples adapted to the necessities of the buildings, which shows the potential of transfer in terms of building diversity. They are models adapted to the future electricity system proposed by the current package Directives (demand flexibility and distributed generation). The integration of RES generation, storage and e-vehicles in the same grid demonstrates the viability and potential of these types of installations, and they are therefore examples to follow. So these strategies can also be adapted to other legislative, buildings or citizens’ needs, and therefore transferable to other regions/countries.
