National Hydrogen Technology Platform establishment and its already achieved results

About this good practice
Hydrogen technologies and their value chains are very diversified and a novel area, which affects, interconnects several sectors: companies, R&D institutions public authorities, have to cooperate in a well-coordinated way to proceed. In many cases establishment of completely new business models, legal regulation, technology development is necessary and all of these must be done preferably with international (mainly EU) cooperation. In Hungary there was no professional/institutional framework, which would be able to establish and manage this kind of cooperation in the field of hydrogen.
The main goals of the Platform are to identify and involve stakeholders who will contribute to the emergence and diffusion of hydrogen technologies in Hungary. The members will be also supporting the hydrogen-related national incentives and regulatory tools.
The Platform was initiated by the Centre for Natural Sciences, Valor Hungariae Ltd. and the Hungarian Hydrogen and Fuel Cell Association. The primary stakeholders are from industry: companies who already have hydrogen solutions/services or have plans to develop these. Universities and R&D institutions are also important players who are active in the field of hydrogen and education; The government sector is also necessary to establish a supportive legal / administrative background for hydrogen. Other associations, clusters, NGOs are also members e.g: E-mobility Cluster, Shipping Innovation Cluster, Institute of Transport Sciences etc.

Resources needed
The Phase I operation of the Platform (Q1.2020–Q2.2021) was 160,000 EUR –this was direct funding from state funds. This was amended with the voluntary expertise of the Platform members who were supported by staff members (2 full, 3 part time). From Q4 2021 Platform membership fee will be introduced.
Evidence of success
The Platform has 80 members and the co-operation among them and with the national government is permanent.Working Groups have been created who organised (inter)national workshops. The members also supported projects generation including EU funded pilot projects (e.g: IPCEI). They elaborated the Hydrogen White Paper which summarises the present and the possible future directions of H2 situation in Hungary. They also contributed to the Hungarian Hydrogen Strategy adopted by the State in June 2021.
Potential for learning or transfer
Similar stakeholder engagement might be launched in other regions as well. To have these relevant stakeholders on national level in one platform, and having periodic meetings among them, the preparation of expert materials (such as White Paper) as well as the contribution/influence national/regional policies/strategies (such as Hungarian Hydrogen Strategy) can be facilitated in a more efficient manner. The main task of the Platform from Q3.2021 will be to facilitate the implementation of the National H2 Strategy, especially its “Green H2 Truck” subprogramme, also including deployment of hydrogen refuelling stations. As a result, the operation of the Platform is sustainable and its structure/engagement method as well as plans and results might be transferred to other regions.
