About this good practice
The province of Antwerp wants a long-term maintenance and energy performance contract for the maintenance of the technical installations of De Nekker with a guaranteed reduced energy and water consumption. The provincial domain De Nekker is a sports and recreation complex for located near Mechelen. There are facilities for both indoor sports and outdoor sports, a large swimming pond and a newly built indoor swimming pool.
In addition to achieving the energy and water savings requirements by improving the management and maintenance of the site and maintaining the technical installations, the contractor is also responsible for the realization of predetermined comfort requirements, for providing monitoring and reporting of the energy performance and maintenance and for the financing of the energy-saving and water-saving investments. The Province is not investing. With the gains of consuming less energy and water the contractor is paid for the energy and water saving investments.
The contract was awarded on the basis of the most economically advantageous tender. This was based on the following criteria:
- Energy saving and water conservation.
- Maintenance costs.
- Plan of action energy saving and water conservation.
- Plan of action maintenance.
- Plan of action sustainability.
In the first step of the tender procedure 5 applications were received. One did not meet the selection criteria. In the second step of the tender, the 4 remaining candidates each submitted

Expert opinion
The good practice is is an excellent example how a municipality can improve the energy and water performance of big municipal infrastructure with virtually no costs for the public besides the preparation of the tender. Although energy saving contracts have been in place for many years these are not regularly used by public authorities. The benefit for society comes through improved environmental performance and at no costs. The good practice can be of interest to municipalities who have not explored all resource saving options for their built in assets.
Resources needed
As a particular type of maintenance contract, it doesn’t come with costs. The study bureau hired for guidance in the procurement process (tender, contract, negotiation, award decision) and in the monitoring of contractual obligations and energy savings would have done the same for a regular mc.
Evidence of success
The contract guarantees an annual CO2 reduction of 174 tonnes (electricity to be saved: 24 %, gas: 4 %) throug a cogeneration installation, photovoltaic cells and small energy-saving measures and an annual reduction in the consumption of drinking water of 4 825 m3 through a reverse osmosis plant.
Financial savings: The owner does not invest. The contractor is paid for the energy saving and water saving investments by his return on consuming less energy and less water.

Potential for learning or transfer
The performance of the contract requires special attention, eg the payments related to the energy savings realised will need to be carefully checked.
This can be transferred; there are other governments working with such contracts with service providers. Needs addressed are common among sectors, organisations and different regions/countries. Low risk of organizational resistance. No investment costs to achieve environmental benefits.
Key enablers were: legal expertise in applying/integrating environmental criteria into tender procedures, long term contracts award (12 years), competent public procurement officers to carry out the tendering process.
