Extraordinary energy and system efficiency of an ERP building in the Municipality of Pescorocchiano

About this good practice
The housing is intended for people who cannot meet their decent and affordable housing needs on the free market. LR and ATER, a regional company, offer social housing to those who are defined as "eligible" and included in municipal lists. Rents are based on family income. The fee ranges from a minimum of €7/month. The building is located in the municipality of Pescorocchiano and consists of 12 accommodations with the following
2 apartments of approximately 62.00 m2
5 apartments of approximately 70.00 m2
3 apartments of approximately 80.00 m2
2 apartments of approximately 95.00 m2
The area where the construction is located, owned by the municipality of Pescorocchiano, granted superficial ownership under art. 35 of law 865/1971 to the ATER of the province of Rieti (formerly IACP) is located at the entrance to the capital of the municipality, near the town centre, in zone B of the General Town Plan and flanks the provincial road. The area is equipped with all infrastructures. It is a single-body in-line building (two structurally autonomous buildings, separated by a seismic joint) served by two stairwells which disengage two apartments per floor, for a total development on 3 residential floors plus a ground floor intended entirely for cellars and garages.
The building has a reinforced concrete framed structure with beams and pillars, set according to traditional patterns, with a traditional roof covering and a large cornice perimeter band..

The redevelopment of public building heritage is a key strategy for preserving historical structures while adapting them to meet contemporary needs. This project was financed through a combination of European, national, and regional funds, with significant support from the PNRR (National Recovery and Resilience Plan) - Complementary Fund, as outlined in DL 59/2021. These financial resources are part of a broader initiative to foster sustainable urban renewal and improve local living conditions.
The project followed a concise timeline, with the design phase starting in 2022 and work scheduled for completion by December 2023. Despite the tight schedule, the redevelopment process was carefully managed to ensure that high standards of quality and sustainability were upheld.
The primary goal was to deliver social housing solutions that would improve the quality of life for residents by providing affordable and safe living spaces. T
