
EFFECT4buildings Green Lease Contracting tool

About this good practice
The Interreg project EFFECT4buildings has developed a toolbox of financial tools and instruments for implementing more energy efficiency measures in buildings. The target group is building managers.
Green lease contracts (GLCs) offer a model providing a structural platform for cooperation between building owners and tenants since reaching energy and climate goals requires involving building users, to let them understand what energy savings can be achieved thanks to changes in their behaviour.
Contracts are always energy-related, but they are often supplemented with informati¬on about choice of materials, waste management, information and training activities, and paving the way for more sustainable buildings. GLCs stimulate dialogue and continuous improvement, reaching for financial incentives if such a need arises.
The tool includes guidelines, contract templates and training materials.
Expert opinion
A major challenge for reducing carbon emissions is in the public and rental sectors, where split incentives mean owners and inhabitants/users do not collaborate on energy management. This is an interesting approach for motivating both owner and tenant as both will benefit from energy savings. The guidance materials can be adapted to other regions and countries – indeed it has been designed to be transferable. EFFECT4buildings has developed a number of tools: search the GP Database for ‘EFFECT4buildings’ to find all of them.
Resources needed
To successfully implement a GLC, there is a need to destinate enough time for a good dialogue and follow-up with the tenants.
Both parties need to be committed to lowering the environmental impact. To keep both parties motivated, it is important to find incentives that benefit both parties .
Evidence of success
Pilots in Dalarna, Sweden, have shown that GLC can save at least 5% of the energy used. One school saved 32 000 kWh during the first year.
Potential for learning or transfer
The tool has been developed with the aim to make them possible to adapt in all (European) countries. The potential for transferring best practise to other regions is supported by clear guidelines, templates and training materials.
