Discover the policy instruments that the partners of this project are tackling.
A means for public intervention. It refers to any policy, strategy, or law developed by public authorities and applied on the ground to improve a specific territorial situation. In most cases, financial resources are associated with a policy instrument. However, an instrument can also sometimes refer to a legislative framework with no specific funding. In the context of Interreg Europe, operational programmes for Investment for Growth and Jobs as well as Cooperation Programmes from European Territorial Cooperation are policy instruments. Beyond EU cohesion policy, local, regional, or national public authorities also develop their own policy instruments.
With their participation in SCORE project, the AMP aims at introducing concrete improvements into their main policy instrument: the AMP 2030 Strategy and Priorities for Action.
The policy instrument has 15 intervention axis (11 thematic and 4 transversal), 56 operational objectives and 192 lines of action, pursuing to make of the AMP a more resilient territory that, among other, provides quality life for all.
Two of those priorities are directly linked to SCORE objectives:
_ IA.1 Demographics and Social Cohesion/OO.1 Ensure the balance of demographic structures by supporting young people and families and strengthening the attractiveness of migration, guaranteeing an improvement in the quality of life of the different generations/ LA.6 Development of integrated programmes to prevent disease and promote physical and mental health and healthy lifestyles, including health education and health literacy.
_ IA.3 Health and Quality of life (focused on the general wellbeing of the community)) / OO.1 Promoting disease prevention and healthy lifestyles / LA7 Promoting an active lifestyle as a distinctive health and well-being image for the territories that make up the AMP (directly linked to regular practice of physical activity) which recognise health promotion as a central strategy for improving the quality of life and health of the AMP population.

The Specific Objective selected is ESO4.8: Promotion of active inclusion to promote equal opportunities, non-discrimination & active participation, as well as improving employability, especially of disadvantaged groups (ESF+).
In order to deal with the important problems of the densely built-up territories of the metropolitan area of Athens & the impact of community sports policies in the promotion of the health of the citizens, various interventions are foreseen in the selected PI, to deal also with the problem of the high level of carbon emissions & noise, serving the needs of promoting the principles of sustainable urban mobility & upgrading the quality of life in urban environment.
The categories of actions foreseen are: Capacity building for institutions related to social inclusion, Actions for the participation of disadvantaged groups in sports, culture and active social life without exclusion and Actions for the participation of children in sports, culture and active social life without exclusion.
The PI can support actions that successfully combine the principles of sustainability, aesthetics & the participation of the NEB initiative, with the aim of finding affordable, inclusive, sustainable, and attractive solutions to climate & green spaces challenges

The KMA2030 strategy is a supra-local development strategy (for 15 municipalities) that responds to the key challenges of the communities living in the metropolitan area. It pursues a mission to increase the effectiveness and efficiency of public interventions to improve the standard of living and well-being of residents.
The document contains 7 main goals, assigned to 7 areas of cooperation. The scope of the project relates directly Obj. 7 (Social Services area): The KMA providing its residents with modern and accessible social services, valuing equality and social solidarity. The objective is focused on measures to prepare local governments for demographic and social changes and includes cooperation of municipalities in the area of improving the quality and availability of health services and providing adequate healthcare infrastructure. It assumes projects for the implementation of prevention programs in the field of health, including mental health. To a large extent, the project addresses also Objective 6 in Education: The KMA for effective, inclusive education based on creative relationships.
The implementation system of the document is based on clearly defined principles and is carried out based on experts employed by the KMA Office and cooperation with socio-economic partners. The Strategy is implemented through various funding mechanisms, from sources such as local governments' own funds in the form of membership fees and grants under national and European programs.

The "In Heerenveen Beweegt Het" Sports and Exercise Policy 2017-2025 aims to promote physical activity and sports participation among all residents of Heerenveen. This policy is built on six strategic priorities:
1. Increasing physical activity, particularly among youth (12-18 years), adults, and the elderly
2. Enhancing sports participation among vulnerable groups and integrating sports with the social domain.
3. Utilizing neighborhood sports coaches to connect sports clubs, schools, and communities, fostering inclusivity from young to old.
4. Strengthening sports clubs to play a significant societal role.
5. Merging elite sports with grassroots sports, branding Heerenveen as a City of Sports.
6. Maximizing the efficient use of sports facilities
Despite having a timeframe that formally ends in 2025, this policy instrument will be in force for the entire time span of SCORE project. In fact, the planning of the activities needed for the re-assessment is already ongoing. The revised instrument will apply as of 2026. These plans have been shared with and approved by the municipal council. Therefore, the participation in the SCORE project exchange activities will have a direct impact on the updated version of the Heerenveen Sports and Exercise Policy that will be in force from 2026 on.

Sustainable Urban Development Strategy and its annexes are the main policy instrument that define the framework for the use of financial resources allocated to Nyíregyháza from the Territorial and Settlement Development Operational Programme 2021-2027 in connection with article 11 of the Regulations on the ERDF (1301/2013/EU) dealing with sustainable urban development. The central element of Article 11 is the integrated sustainable urban development strategies dealing with economic, environmental, climatic, demographic and social challenges. It indicates the development directions and the necessary interventions. Pursuant to the Government's decision 1658/2021 a budget of HUF 50 billion (EUR 130 million) was allocated to Nyíregyháza. To use these funds efficiently, it is mandatory to develop a SUDS. The methodology requires several innovative approaches:
- Resilience: The recent period drew attention to the adaptability of cities, which is a key aspect of long-term development.
- Green and digital transition are highly current topics as they are two focal points of the EU development policy.
- The city had to conduct surveys among the population and institutions.
One of the 3 overall goals focuses on health and activity: A healthy, active, cohesive society. One of the 7 thematic objectives focuses also on recreation: S5 Vibrant cultural life, recreational opportunities, developed tourism – including using community sport to improve public health.
